Description

The subject of this procedure is the implementation of the "design and build" contract entitled: "Increasing the safety and reliability of sewage reception and treatment for the Ostrowiec Świętokrzyski agglomeration through the modernisation of the Ostrowiec Świętokrzyski Municipal Wastewater Treatment Plant – Stage I". The investment includes the preparation of complete design documentation, obtaining the required decisions, agreements and permits, carrying out construction, technological, sanitary, road, electrical and AKPiA works, supply and installation of equipment, integration of systems, commissioning and trial operation, personnel training, as well as the preparation of post-construction, operational, legal and settlement documentation. The scope of the contract includes, in particular, the modernisation of the coarse screen building, raw sewage pump stations I and II, dense screen building, horizontal sand traps, thickened sludge pump station, K2 transfer chamber, PIX dosing station, blower station, pipe gallery, sludge thickening and dewatering station, lime silo, sludge disposal site – Object 49, SN distribution building, administrative-social building, external lighting, distribution boards, power and control cabinets, digital communication network and SCADA and AKPiA visualisation system. The contract also includes the construction of Object 50, i.e. a complete installation for converting municipal sewage sludge into a soil improver, along with a technological building, sludge and lime transport and dosing equipment, a hygienisation and agglomeration reactor, biofilter, electrical and control installations, access road, site preparation and removal of soil from the existing lagoon or mound. The contractor will be obliged to carry out at its own cost a complete research, technological, documentary and legal procedure, the result of which will be a final product that can be legally used as a soil improver, not having the status of waste and not classified as waste with code 19 08 05. As part of Object 49, the contractor will carry out a technical, structural, fire safety, environmental and operational assessment of the existing sludge disposal site and its roofing. In the event that the existing facility does not meet current requirements, the contractor, within the framework of the agreed remuneration, will carry out all necessary design and construction works, including the repair, modernisation, reconstruction, strengthening, partial or complete demolition of existing elements and their reconstruction or the construction of a new facility. The result of these works will be the preservation or construction of a complete, roofed canopy or another equivalent facility intended for the safe storage of sludge or the final product, meeting all applicable regulations, construction standards, fire safety requirements, OHS, environmental protection and operational requirements of the Contracting Authority. It is not permissible to complete the implementation of the contract without ensuring a functioning, roofed storage site for sludge or the final product. The treatment plant is an active facility and must maintain uninterrupted capacity to receive and treat sewage and manage sludge throughout the contract implementation period. The contractor is obliged to design, organise and carry out the works in a way that ensures the continuity of technological processes, including the application of necessary work phasing, technological bypasses, temporary pipelines, backup pumping, reserve power and control systems and agreed switchovers. Throughout the modernisation work period, the treatment plant must meet all the requirements, conditions and parameters specified in the valid water permit, particularly regarding the quantity and quality of the treated sewage discharged. It is not permissible to reduce the quality of the treated sewage, limit the capacity to receive sewage or cause exceedances of the water permit parameters as a result of the contractor's actions or omissions. The contractor is responsible for the consequences of technological process disruptions caused by factors on their side. The contractor is responsible for the completeness, compliance and interoperability of all designed and executed solutions, achieving the required technological parameters, integrating equipment with the SCADA/AKPiA system, carrying out the required tests, trials and measurements, conducting mechanical, electrical, hydraulic, AKPiA and technological commissioning and handing over to the Contracting Authority a complete set of documentation, licenses, configurations, controller programs, security copies and instructions. The detailed scope and requirements are specified in the Functional-User Programme (PFU), which is a superior document to this description. However, the scope of the subject contract is a separated part of the attached PFU.
