The City of Turku is developing its operating environment with the aim of streamlining the distribution of food aid and, at the same time, providing support to access other welfare services. The focus is on developing an information system that helps coordinate food donations arriving at the logistics centre for surplus food, as well as improving the experience of food aid recipients when collecting their food. The aim is to enable, for example, the reservation of food deliveries, support for food distribution, management of community meals and facilitation of support services. The solution must support low-threshold service, accessibility of the service and cooperation between different actors. The customer is at the beginning of the chain, but surplus food originates from food donors. The long-term goal is to obtain information about incoming surplus food from the systems of shops, wholesalers, industry and other donors via an interface. An alternative source of information could be, for example, scanning the current paper dispatch lists into the system, where the information is structured into fields in a controlled manner, or receiving the information via email to the food distribution operator, from where the information can be stored in the system. Turku City's food aid renewal project is one of the winners of the Bloomberg Mayors Challenge innovation competition. The prize sets an implementation schedule, in which the first functionalities must be piloted in the first quarter of 2027, the required features by the end of August 2027 and the functionalities available as an option for the customer during 2027, if the Contracting Authority decides to order the options. The functionalities are described in more detail in the tender documents and its attachments. The service contract will be made for a fixed term until 31.12.2029, after which the contract will continue indefinitely. One (1) supplier will be selected.
