Poland – Snow-clearing services – Zimowe utrzymanie jezdni dróg gminnych na terenie gminy Pruszcz Gdański w sezonach zimowych 2026/2027 i 2027/2028

The subject of the contract is the provision of services for the winter maintenance of municipal roads located in the area of the Gmina Pruszcz Gdański for the winter seasons 2026/2027 and 2027/2028. The contract is divided into 11 separate parts (tasks): 1) Part No. 1: Winter maintenance of municipal road carriageways - District I "Wiślinka", 2) Part No. 2: Winter maintenance of municipal road carriageways - District II "Przejazdowo"; 3) Part No. 3: Winter maintenance of municipal road carriageways - District III "Wiślina"; 4) Part No. 4: Winter maintenance of municipal road carriageways - District IV "Rokitnica"; 5) Part No. 5: Winter maintenance of municipal road carriageways - District V "Juszkowo"; 6) Part No. 6: Winter maintenance of municipal road carriageways - District VI "Straszyn"; 7) Part No. 7: Winter maintenance of municipal road carriageways - District VII "Łęgowo"; 8) Part No. 8: Winter maintenance of municipal road carriageways - District VIII "Jagatowo"; 9) Part No. 9: Winter maintenance of municipal road carriageways - District IX "Rotmanka"; 10) Part No. 10: Winter maintenance of municipal road carriageways - District X "Cieplewo"; 11) Part No. 11: Winter maintenance of municipal road carriageways - District XI "Borkowo"; 2. The subject of the contract concerns the objects listed in the scope of the subject-matter and quantity, contained in Annex No. 11 and Annex No. 12 to the SWZ, and includes the maintenance of the passability of municipal roads, in particular by taking the following actions: 1) 24/7 full readiness of the Contractor to provide services covered by the subject of the contract, which means ensuring the appropriate staff and equipment meeting the requirements of the Contracting Authority, 2) 24/7 availability of a representative of the Contractor on two telephone numbers, enabling the Contracting Authority to call the Contractor to provide services covered by the subject of the contract, 3) 24/7 snow clearing of the carriageways of municipal roads indicated in Annex No. 11 to the SWZ, using equipped motor vehicles, tractors, snowploughs or other machines adapted for the above work on the entire width of the carriageway (approx. 5.0 m), 4) 24/7 combating, preventing the formation of and eliminating winter slipperiness on the entire width of the carriageway (approx. 5.0 m) of municipal roads indicated in Annex No. 11 to the SWZ, using a mixture of natural aggregates (sand) with a grain size of up to 4mm with road salt (content of at least 90% sodium chloride NaCl), with a weight composition of 80% aggregate + 20% salt, in an amount of 200g of the mixture per 1 m2, using sanders, snowplough-sanders or agricultural spreaders, 5) 24/7 snow clearing with simultaneous combating, preventing the formation of and eliminating winter slipperiness on the entire width of the carriageway of municipal roads indicated in Annex No. 11, using a mixture of natural aggregates (sand) with a grain size of up to 4mm with road salt (content of at least 90% sodium chloride NaCl), with a weight composition of 80% aggregate + 20% salt, in an amount of 200g of the mixture per 1 m2, using equipped motor vehicles additionally equipped with spreaders, 6) preparation of the mixture in the composition and quantity, as mentioned in point 4 and 5 from own materials, storage of the mixture and its loading, 7) combating, preventing the formation of and eliminating winter slipperiness on municipal roads indicated in Annex No. 12 to the SWZ, by removing from the surface a layer of black ice, rime or a thin layer of frozen or compacted snow, on the entire width of the carriageway (approx. 5.0 m) using only road salt (content of at least 90% sodium chloride NaCl), in an amount of 25g per 1 m2, using sanders, snowplough-sanders or agricultural spreaders, storage of road salt and its loading, 3. The Contracting Authority envisages the use by the Contractor as a material for removing winter slipperiness - a mixture of sand with road salt, where the mixture will contain at least 20% road salt. The procurement and storage of materials for removing winter slipperiness is the responsibility of the Contractor. The terms mentioned above mean: - sand – natural aggregate with a grain size of up to 4 mm, - road salt – should contain at least 90% sodium chloride NaCl, - winter slipperiness – a phenomenon occurring on roads as a result of the formation on the surfaces of a layer of ice or frozen ice or compacted snow. To prevent the formation and to eliminate winter slipperiness, measures should be used in accordance with § 2 of the Regulation of the Minister of the Environment of 27 October 2005 on the types and conditions of use of measures that may be used on public roads as well as streets and squares. 4. Winter maintenance of municipal road carriageways will be carried out 24 hours a day on all calendar days. The Contractor is obliged to maintain constant technical readiness and provision of services throughout the period of validity of the contract. 5. The works mentioned will be carried out depending on the needs of the Contracting Authority. The Contracting Authority will pay the Contractor a remuneration only for services actually performed. 6. The subject of the contract shall be carried out in accordance with the provisions of the SWZ, in accordance with the designed provisions of the contract regarding the public procurement (Annex No. 1 to the SWZ) and the offer submitted by the Contractor in the procedure. 7. The conditions and deadlines for the implementation of individual works as well as the payment terms have been specified in the contract project. 8. The Contracting Authority does not envisage the awarding of contracts, as referred to in Article 214(1)(7) of the PZP Act. 9. In accordance with the provisions of Article 95(1) of the PZP Act, the Contracting Authority requires the Contractor or subcontractor to employ, on the basis of an employment relationship, persons performing activities in the scope of the implementation of the contract, consisting in driving vehicles, snow clearing, gritting, snow clearing with gritting, if the performance of these activities consists in performing work in a manner specified in Article
