The subject of the present public procurement is the supply of cleaning agents and bags for a period of 1 (one) year, in accordance with the requirements of the Contracting Authority. The cleaning agents and bags are divided into 46 nomenclature units and include the following main items – laundry powder, bleach, paste for heavily soiled hands, liquid soap, vero, wood and laminate cleaning agent, degreasers – various types, bus interior cleaning agent, stain remover, glass cleaner, foam, car polish wax, car exterior shampoo, scouring pads, chewing gum spray, cream-like preparation, limescale remover, radiator flush, salt tablets, toilet block, drain opener, toilet soap block, laundry soap, microfiber cloth, bags – various types, sacks – various types and others. All activities, as well as the full description of the requirements for them, are detailed in the Technical Specification (Annex No. 1), an integral part of the public procurement documentation. The scope of the procurement includes goods that fall under the List of Goods and Services under Article 12, Paragraph 1, Item 1 of the Public Procurement Act. In this regard, the procedure should be reserved for the awarding of specialized enterprises or cooperatives of people with disabilities or for economic entities whose main objective is the social and professional integration of people with disabilities or people in a disadvantaged position. Participants who submit an offer, as specialized enterprises or cooperatives of people with disabilities or for economic entities whose main objective is the social and professional integration of people with disabilities or people in a disadvantaged position, should meet the following requirements: - at least 30 percent of their staff should be people with disabilities or those in a disadvantaged position; - the persons must be registered as specialized enterprises or cooperatives of people with disabilities at least three years prior to the date of opening of the present public procurement procedure. - Specialized enterprises or cooperatives of people with disabilities should be able to perform at least 80 percent of the subject of the present public procurement with their own machinery, equipment and human resources. To meet this condition, participants may use subcontractors or rely on the capacity of third parties, if the subcontractors or third parties are specialized enterprises or cooperatives of people with disabilities. Declaration: Participants should declare their compliance with the above requirements, in the applicable field in the CAIS EOPD or submit to the EEDOP other documents from which it is evident that they have met the requirements. In the procedure for awarding a reserved contract, other interested parties may also participate, but their offers will be considered only if there are no admissible offers from specialized enterprises or cooperatives of people with disabilities or for economic entities whose main objective is the social and professional integration of people with disabilities or people in a disadvantaged position.
