The Ruhr-Universität Bochum (hereinafter the contracting authority) intends to build an institute building for the Faculty of Computer Science of the Ruhr-Universität Bochum (RUB, contracting authority) on a plot of land owned by it. The implementation of this project will be carried out within the framework of a Public-Private Partnership (PPP) with a private partner. The subject of the partnership is the planning, construction, long-term operation and financing of the building and the necessary land. The financing of this project will be carried out by way of forfaiting with waiver of recourse. During the entire contract period, the contracting authority remains the civil and economic owner of the plot of land (owner model).
