Description
Keski-Uudenmaan hyvinvointialue (hereinafter: Keusote) is implementing a procurement for open healthcare and social and health services for the elderly using an alliance model. The alliance targets the population base of approximately 100,000 inhabitants for open healthcare and social and health services for the elderly. The procurement is part of the well-being area program's productivity and cost-effectiveness program and aims to renew the service production structure using the alliance model. The principle of the alliance is a multi-producer model, in which services are produced together with the public and private sectors. The project is part of the development of Keusote's service network, which improves the quality of services offered to customers, solves operational challenges, and curbs cost growth. The alliance is not the same as outsourcing. The objectives of the procurement are: 1. Curbing cost growth 2. Finding solutions to operational challenges and special issues 3. Strengthening the quality and impact of services Keusote invites you to submit your application to participate in the competitive tendering for the procurement of open healthcare and social and health services for the elderly using the alliance model. The procurement is tendered in accordance with the Act on Public Procurement and Concessions (1397/2016, hereinafter the Procurement Act). This is a social and health service as defined in Appendix E of Section 107 of the Procurement Act. The procurement procedure is a competitive negotiated procedure in accordance with Section 36 of the Procurement Act. The procurement procedure is described in more detail in Appendix 1 Invitation to Negotiate and Summary of the Procurement Process. The service must be produced at least in Finnish. The planned implementation area for the alliance is the areas of Hyvinkää and Nurmijärvi municipalities. The preliminary planned schedule for the agreement is 1.2.2027-31.12.2036, of which the preliminary development phase schedule is 1.2.2027-31.7.2027 and the preliminary service phase schedule is 1.8.2027-31.12.2036. The subject of the procurement is described in more detail in Appendix 2 Description of the Subject of the Procurement. NOTE! The application for participation includes a draft of the preliminary tender request. The application for participation should not include a preliminary tender, and preliminary tenders will not be requested from tenderers during the negotiation phase. The final tender request will be prepared after the negotiation phase. If there is no place for any appendix, it will be attached to the tender request under the section "delivery", under "other appendices".
