The subject of the public procurement contract involves the provision of services related to the collection, on behalf of and for the account of the Contracting Authority, of amounts for provided VIC services to the company's users in the populated areas, as detailed in the technical specification for ensuring the company's business activities. For the services provided, the Contracting Authority pays the Contractor a fee (commission), determined as a percentage or an absolute amount. The collection of the due amounts is carried out by the Contractor at its designated points of online cash desks, operating in real-time; at cash desks operating in offline mode; based on information provided daily by the Contracting Authority in the form of daily data exchange; and through cards issued by banks and related payment operations. According to the method and organization of collecting amounts from users, four separate positions are distinguished.

The contract will be executed through the collection of amounts for provided VIC services to the company's users, namely: collection of amounts for issued invoices at online cash desks operating in real-time in the populated areas of Shumen region; collection of amounts for issued invoices at cash desks operating in offline mode for populated areas within the territory of Shumen region, in the municipalities of Shumen, Veliki Preslav, Smiadovo, Varbica, Novi Pazar, Kaspichan, Nikola Kozlevo, Kaolinovo, Venez, and Hitrino; collection of amounts for issued invoices at the Contractor's designated points within the territory of the Republic of Bulgaria, with the Contractor's software and resources; and collection of amounts through cards issued by banks and related payment operations. The public procurement contract enters into force from the date of its signature by both parties and has a term of 24 (twenty-four) months or until the maximum value of the contract is reached for each separate position, whichever occurs first.
