To address temporary needs, the Covaldem11, in addition to direct recruitment in various forms, may use temporary staff. This applies to the following cases:

- Temporary replacement of an official due to sickness leave, maternity leave, parental leave, parental leave, temporary part-time work, participation in activities within the framework of an operational, health, civil or other reserve, or the performance of civil or national service, recall or retention under the colours;

- Temporary vacancy of a position that cannot be immediately filled under the conditions set out in the general code of public service;

- Temporary increase in activity;

- Occasional or seasonal need.
