The purpose of the public contract is to connect traffic light controllers ("SSZ") at 69 selected locations in the city of Ostrava to a new traffic control centre ("DŘÚ"), including the provision of related supplies and services. The result of the supplied performance will be a modernised traffic telematics system in the city of Ostrava, which will be used for the purposes of modern traffic management, better information for road users, increased capacity of the transport network, increased traffic comfort and attractiveness, its smoothness and safety. The subject of the public contract (hereinafter referred to as the "public contract") is primarily the following performance: a) Preparation of an Implementation Study, which will contain a detailed specification of the supplied performance, in accordance with the requirements of the tender documentation; b) modernisation and expansion of the equipment of existing SSZ for the purpose of their connection to the DŘÚ, including the addition of technology V2X to intersections not yet equipped for the purposes of preference MHD and IZS; c) related supplies and services, namely analysis of the existing traffic system and proposal of traffic control scenarios for DIC for the purposes of coordination of traffic light controllers (SSZ) in the city into a single telematic traffic management system. d) integration of modernised SSZ on DŘÚ and integration of RSU on C-ITS BO and connection to the national PKI system. The performance according to points a) to d) above also includes the delivery of all technical documentation of the realised work, and further the necessary familiarisation of the contracting authority (or responsible employees of the relevant managers) with the operation. Acceptance of all parts of the performance according to points a) to d) of this section 2.1 of the tender documentation will be subject to a successful test; the supplier will be informed of the dates and results of the individual tests. The subject of the public contract (especially in relation to the operation of SSZ controllers) also includes compliance with selected obligations arising from Act No. 181/2014 Coll., on cyber security and Decree No. 82/2018 Coll., on cyber security. The contracting authority points out that it has defined the subject of the performance of the public contract according to § 92 para. 2 ZZVZ requirements for performance and function, i.e. the Design & Build system (design & build). The Design & Build (design & build) system is a method of implementing projects, which is characterised by the fact that the responsibility for processing the design solution and for the overall quality of the work is transferred to the selected supplier, while respecting the contracting authority's requirements for performance and function, described in the annexes to the tender documentation.
