Finland – Medical equipments, pharmaceuticals and personal care products – Perusterveydenhuollon apuvälineiden hankinta

The Western Uusimaa Wellbeing Services County (hereinafter also the Contracting Authority) invites applications for participation in the procurement of primary healthcare assistive devices. The purpose of the procurement is to enable the cost-effective procurement of assistive devices, related consumables and services, and to ensure their availability, range, and competitive pricing and quality. The procurement process has several phases. In this first phase, a dynamic purchasing system is established. To be able to submit tenders, suppliers must first submit an application for participation and be approved to the purchasing system. All applicants meeting the suitability requirements will be included in the dynamic purchasing system. The actual procurements will be made in the following phases through internal competitions within the dynamic purchasing system, where the procurement target is described and specified. Suppliers who have not been approved to the purchasing system may not participate in the internal tender competitions. The procurement unit will in the future conduct internal competitions in the purchasing system as needed. The purchasing system is divided into the following sub-areas:

Sub-area 1: Mobility, transfer and lifting

Sub-area 2: Hygiene, clothing and accessibility of the home environment

Sub-area 3: Support products, orthoses and custom footwear

Sub-area 4: Prostheses, breast prostheses and wigs

Sub-area 5: Beds, mattresses and pressure injury prevention assistive devices

Sub-area 6: Visual assistive devices

Sub-area 7: Digital and telemonitoring/telehabilitation assistive devices

Sub-area 8: Other individual and rare special assistive devices

Sub-area 9: Maintenance and repair services for assistive devices

The dynamic purchasing system for primary healthcare assistive devices is currently in force. Internal tender competitions in the purchasing system will be conducted during the period of validity of the system. The deadlines for the competitions will be announced separately in the internal tender invitations. The estimated value of the procurement is 15 million euros (VAT 0%) for a calculated period of four years. The Western Uusimaa Wellbeing Services County does not commit to specific procurement quantities during the contract period.
