Invitation: Ellevio AB (publ) is conducting a procurement procedure with prior announcement in accordance with Law (2016:1146) on procurement within the utilities sectors (LUF) and hereby invites interested suppliers to apply to participate in the procurement of framework agreements for staffing consultancy services within the electricity grid operations. The procurement is conducted in two steps:

Step 1 – Application and qualification: Suppliers submit an application to participate and are assessed based on the must-requirements and qualification requirements specified in this document and in e-Avrop.

Step 2 – Invitation to submit a tender: Suppliers who meet all mandatory requirements are invited to submit a tender and are then granted access to the complete tender documentation.

The descriptions of the procurement object provided in Step 1 are overview and aim to give an overall picture of Ellevio's needs, in order to enable suppliers to assess whether the procurement is of interest. The requirements and conditions that apply for the selection of suppliers in this phase are set out in the must-requirements in e-Avrop. All mandatory requirements must be met for the application to be approved. Suppliers are requested to carefully review the documentation, answer all questions correctly and attach all requested documents in connection with the application.

Purpose of the procurement: The purpose of the framework agreement is to secure temporary resource needs within Ellevio's operations, for example, during parental leave, work stoppages or periods where special complementary skills are required. The framework agreement covers staffing consultancy services within both technical and staff-related functions. A total of four (4) suppliers will be awarded framework agreements. All roles will be procured with different levels of experience (Level 1 – Level 4). Tenderers must be able to deliver all specified roles within all competence areas and all levels of experience. This is a mandatory requirement. Suppliers who cannot offer full coverage for the entire role and competence area will not be qualified for Step 2.

Tenderers must have documented and verifiable experience in delivering staffing consultancy services to operations within the electricity grid industry or other operations that are equivalent to Ellevio's operations in terms of technical complexity, scope and regulatory requirements. The supplier must attach at least two (2) references relating to an assignment of a scope and complexity that is representative of the services requested in this procurement, as specified in the must-requirement form in e-Avrop. This is a mandatory requirement. The reference must relate to assignments that are equivalent to the services requested in this procurement.

Furthermore, tenderers must be able to deliver the requested roles to all Ellevio locations: Stockholm, Karlstad, Bollnäs and Kungsbacka and must be represented through their own offices in both Stockholm and Karlstad.

The framework agreement contains no volume guarantee and call-offs are made as needed. Framework agreement validity period: The framework agreement is valid from 2026-07-01 for two (2) years, with the possibility for Ellevio to extend the agreement by up to two (2) years at a time, for a maximum of three (3) times.

Communication and procurement tool: Ellevio uses e-Avrop as the procurement tool. All communication, questions and supplements are made exclusively via e-Avrop to ensure transparency, equal treatment and complete documentation. Contact with Ellevio's staff or consultants outside of e-Avrop is not permitted.

Applications that do not meet all must-requirements will be rejected. Ellevio may allow corrections of obvious errors and request clarifications, provided that this can be done without risk of unequal treatment or restriction of competition.
