Description
This procurement procedure is a reissue of the procedure published under number 124754-2026 on the platform ted.europa.eu. The German Federal Government's Space Security Strategy envisages the establishment of a national space weather advisory service to protect German space systems and the data, services, and products provided by them from hazards posed by space weather. Space weather events can not only impair but, in extreme cases, even destroy important federal infrastructures. The diverse effects of space weather therefore pose a direct threat to the security policy and economic interests of the Federal Republic of Germany. The development of suitable warning and protection measures for terrestrial and space-based systems is a crucial component in strengthening national resilience, especially with regard to the protection of critical services and important infrastructures. The main objective of this contract is to capture the requirements for a national space weather advisory service, with a focus on protecting German satellite operations, the data, services, and products provided by them, and their dependencies (energy supply, communication, etc.). The impact of space weather events on German infrastructure is to be fully and scientifically evaluated by experts from the fields of a) space weather and b) German satellite operations. For all industries affected by space weather, the actual impact of space weather events is to be identified in direct exchange with representative German stakeholders, and the necessary protective measures are to be developed. A market survey is to show which protective measures are already being offered, where collaborations can be sensibly designed, and which synergies with existing offers can be exploited. As a final result, a portfolio of the space weather services/ products/ offers, etc. needed in Germany for a national space weather advisory service is to be created. The focus should be on specifically German needs of German stakeholders, which, if possible, should be covered by national space weather services/ products/ offers. In addition, the portfolio should advantageously integrate into the European space weather landscape, and ideally, added value for Europe can be offered through the German space weather advisory service.
