Poland – Roadworks – BUDOWA BEZKOLIZYJNEGO SKRZYŻOWANIA DWUPOZIOMOWEGO POMIĘDZY MIEJSCOWOŚCIAMI JUSTYNÓW I JANÓWKA”

The subject of the contract is the preparation of complete project documentation and the execution of construction works in the "design and build" system for the task entitled: "Construction of a grade-separated intersection between the localities of Justynów and Janówka" as part of the project "Improvement of safety at level crossings, including their reconstruction into grade-separated intersections". The investment is located along ul. Główna at the intersection with railway lines no. 17 (Łódź Fabryczna – Koluszki) and no. 25 (Łódź Kaliska – Dębica), in the area of the villages of Justynów and Janówka, gmina Andrespol, powiat łódzki wschodni, województwo łódzkie. The scope of the contract subject includes, in particular: • preparation of comprehensive multi-disciplinary project documentation necessary for the implementation of the investment in the "design and build" system, along with obtaining the required agreements, opinions and administrative decisions, • design and construction of a grade-separated intersection with railway lines no. 17 and no. 25 in the form of a road viaduct over PKP tracks along the new planned route of ul. Główna and a tunnel for pedestrians and cyclists along the existing route of ul. Główna; • liquidation of the existing level crossing cat. A no. 017 016 046 located at km 16+046 of railway line no. 17 and at km 21+056 of railway line no. 25 along with the accompanying infrastructure and adaptation of the railway traffic control system (srk); • reconstruction of the existing platforms of Justynów station and ensuring access from the planned tunnel to the platforms using stairs and ramps; • expansion and reconstruction of the adjacent road layout (ul. Główna, ul. Lokatorska, ul. Graniczna, ul. Rumiankowa) along with the construction of pavements, parking spaces and road lighting; • demolition, construction and/or reconstruction of conflicting ground, underground and above-ground utility networks to the necessary and essential extent enabling the implementation of the planned construction project (electrical, telecommunications, traction, gas, water supply, sewerage networks); • construction of technological channels; • construction of drainage of the planned road layout (including a power generator set for the needs of the water pumping station), engineering structures, platforms and track bed; • felling of trees and shrubs conflicting with the investment and the implementation of compensatory plantings; • obtaining on behalf of the Contracting Authority all the necessary administrative decisions, in particular the decision on the permit for the implementation of the road investment (ZRID), the decision on environmental conditions, water law permits and other legally required consents, agreements and opinions. The project documentation, which is the subject of the contract, should be prepared in a way that enables obtaining a valid decision on the permit for the implementation of the road investment (ZRID), and then implementing the designed construction works in accordance with the law and technical knowledge rules. The Contractor is obliged to obtain on behalf of the Investor a valid decision on the permit for the implementation of the road investment (ZRID) or – to the extent that it is not required – a building permit or a notification of the intention to carry out construction works. The Contractor is also obliged to supplement, submit explanations and correct the prepared documents after submitting applications for issuing administrative decisions, opinions, agreements or permits, until their finality is obtained. The implementation of the task aims to improve road and rail traffic safety, eliminate level crossings and improve communication between the localities of Justynów and Janówka.
