This award procedure is conducted with a view to concluding a framework agreement with an architect(s) firm and stability study office, on the one hand, and a technical study office, on the other. The contract is divided into two lots:

Lot 1 “Framework Agreement for Architectural Assignments and Stability Studies”

The JYZ wishes to (i) appoint an architectural firm for architectural and engineering design assignments, the development and supervision of construction projects, support in drawing up a master plan and ad hoc advice and (ii) ir. stability, which may or may not be part of the architectural firm. With this, the JYZ wishes to build a sustainable relationship with an advisory party that has knowledge of the technical starting points and qualitative requirements of the campus. In addition, it is expected that this party will inspire and advise the JYZ in the development of the hospital. Knowledge of the care processes in, among other things, a nursing department, outpatient clinic, day hospital, emergency department, intensive care, operating theatre, but also of the supporting services, is a basic requirement. Qualitative and substantiated advice on budget management, knowledge of the public procurement regulation and planning/timing of the (re)construction plans are an integral part of the assignments. The assignments within this framework agreement may consist of:

• Support in setting up a master plan

• Execution of (part) projects within the master plan to be set up

• Defined (re)construction projects (Campus Komen, pharmacy renovation)

• Smaller ad hoc (re)construction projects (not yet identified +/- 500k EUR per year)

• Drawing up feasibility studies in the context of the above regarding space management, relocation of services and various renovations;

• Drawing up VIPA dossiers in concrete approved projects (application, development and completion);

• Supervision and drafting of specifications under the public procurement act for concrete, approved projects.

• Drawing up preliminary designs, including application for environmental permit, design, preparation of tender documents, supervision of the tender and follow-up of the execution until completion of various construction and renovation projects (full assignment or sub-assignments of the above);

• Architectural advice on environmental assignments, construction works and interior design;

• Design, advice and calculations regarding stability technical issues and –(re)constructions.

Lot 2 “Framework Agreement for Technical Studies”

The JYZ wishes to appoint a technical study office for technical design assignments, supervision of the master plan and advice on energy issues, maintenance and management of installations and ad hoc technical advice. With this, the JYZ wishes to build a sustainable partnership with a party that inspires and advises the JYZ, given the rapid evolutions in the healthcare sector. Expertise in both the design and calculation of the technical installations (electricity, HVAC, sanitary, medical gases, lifts, pneumatic tubes, ...) and their management and maintenance is a basic requirement. Qualitative and substantiated advice on budget management, knowledge of the public procurement regulation and planning/timing of the (re)construction plans are an integral part of the assignments. The assignments within this framework agreement may consist of:

• Drawing up feasibility studies on energy management, technical systems and techniques in various renovations

• Assistance in drawing up VIPA dossiers

• Drawing up preliminary designs, design, preparation of tender documents, supervision of the tender and follow-up of the execution until completion of various construction and renovation projects (full assignment or sub-assignments of the above);

• Drawing up maintenance contracts and framework contracts;

• Advice on operation and maintenance, analysis of existing installations;

• Ad hoc supervision, advice and calculations regarding the technical and energetic master plan of the hospital;
