Services related to the integration, configuration, adaptation, deployment, production, operation, maintenance, support, and, where applicable, the evolution of a complete IT solution to support the entire regional administrative process for handling traffic offenses, primarily speeding and automatically detected vehicle overloading. The contract does not cover the ex nihilo development of a fully custom solution, nor the acquisition of a standard solution involving purely minimal parameterization or excessive structural dependence on the publisher or integrator. The tenderer must propose an existing solution that provides a sufficient functional and technical basis, and demonstrate that it is modular, extensible, maintainable, and capable of covering, after adaptation, the functional, technical, organizational, operational, and regulatory requirements specific to the Decree of 4 April 2019, the processes of the SPW, and the expected integrations with the regional, federal, and European ecosystem. The duration of the framework agreement is four years, renewable twice for two years. The duration of the framework agreement is more than 4 years for the following reasons: Given the specificity of the contract, the contracting authority's need is to provide a reasonable contract duration of more than 4 years to ensure the proper execution of the contract. Indeed, the subject of the contract aims to implement a significant IT solution, which will then need to be configured and evolved over several years. The implementation of the solution represents a long-term effort in which all levels and aspects of the organization must be involved: hierarchical, strategic, organizational, functional, technical, etc. The co-construction of this system for sharing data that is both very broad and very strictly controlled requires a choice of a long-term technical solution: in fact, switching from one tool to another during the project would overburden it with the need to migrate the work already done from one solution to another, retrain users, potentially change the profiles of the implementation team, etc. The proposed duration complies with the application of the principle of competition and is not excessive: it does not aim to create a monopolistic situation or a distortion of competition. A shorter duration would not allow the solution to be amortized and would generate costs for the contracting authority.
