France – Overhaul and refurbishment work – Accord-cadre relatif aux travaux d’entretien et d'aménagement pour le compte du Groupement Hospitalier Universitaire de Champagne (GHUC)

This framework agreement concerns a framework agreement for maintenance and improvement works on behalf of the Groupement Hospitalier Universitaire de Champagne (GHUC) with a cumulative amount per site or operation of less than 250,000.00 € VAT. This framework agreement takes the form of a framework agreement as defined in the first paragraph of Article R.2162-2 of the Public Procurement Code, which is executed by concluding subsequent contracts in accordance with Articles R.2162-7 to R.2162-10 of the Public Procurement Code. The framework agreement is concluded with several economic operators, subject to a sufficient number of candidates and offers. The maximum number of contractors per lot is described in Annex No. 2 of the CCAP. Subject to the derogations set out in Article 9.3 of the CCAP, the subsequent contracts that are awarded on the basis of each framework agreement are preceded by a competitive tendering process organised between the contractors of the framework agreement at the time the need arises. The framework agreement is concluded without a minimum but with a maximum. For each of the beneficiary establishments, the maximums, expressed in value per lot, are set out in Annex No. 2 of the CCAP. The contractor(s) of the framework agreement commit(s) to the maximum(s). This framework agreement is divided into 17 technical trades. These technical trades are distributed across each of the Geographic Sites (5 in number): - CHU de Reims including all its buildings attached to it; - CHAM: CH Epernay (CHAM), EHPAD Epernay, EHPAD Dormans, EHPAD AY, EHPAD Avize and EHPAD Vertus; - CH Montmirail; - CHLB: CH Léon Bourgeois (CHLB) and EPSM de la Marne; - GHSA: CH de Rethel and CH de Vouziers. The framework agreement is therefore divided by geographic site with a range of lot numbers specific to each of the 5 geographic sites: - CHU Site: lot number range from 101 to 117; - CHAM Site: lot number range from 201 to 217; - CH Montmirail Site: lot number range from 301 to 317; - CHLB Site: lot number range from 401 to 417; - GHSA Site: lot number range from 501 to 517. This framework agreement consists of 79 lots. The services will be carried out in each of the beneficiary establishments.
