Poland – Desktop computer – Modernizacja informatyczna Miasta Stalowej Woli - Zakup komputerów stacjonarnych i stacji graficznych na potrzeby Urzędu Miasta Stalowej Woli oraz jednostek podległych Gminie Stalowa Wola

The subject of the contract is the purchase of desktop computers and graphic workstations for the needs of the City Office of Stalowa Wola and units subordinate to the Gmina Stalowa Wola. The project is supported by BGK from the funds of the National Reconstruction and Resilience Plan from the investment C4.1.1. – Support for advanced digital transformation. 2. The subject of the contract includes the delivery of 411 units of desktop computers (including desktop computer type 1 - 357 units, desktop computer type 2 - 54 units) and 7 units of graphic workstations with parameters not worse than those specified in detail in the Specification of Contract Terms. 3. The delivery must be made to the premises of the Contracting Authority Gmina Stalowa Wola - City Office, ul. Kwiatkowskiego 1 (II Floor of the building). 4. Detailed requirements regarding the conditions for the implementation of the subject of the contract, contain the projected provisions of the agreement on the public contract, constituting Annex No. 2 to SWZ. 5. The equipment offered as part of the subject of the contract must: a) meet the requirements specified in the description of the subject of the contract, b) be consistent with the specified parameters/functionalities, c) be factory new and complete (with full cabling), d) be assembled, tested and ready for use, e) be originally packaged in packages described in terms of their contents, f) be marked by the manufacturer in such a way as to allow identification of both the product and the manufacturer, g) be of high quality and free from defects and encumbrances by third parties, h) come from legal sources, i) be admitted for use in a public institution, j) meet the quality standards specified in the relevant legal acts, if they relate to the subject of the contract. k) must come from an authorized sales network – the official sales channel to the market of the European Union, l) be covered by the manufacturer's warranty. The Contracting Authority does not require the Contractors to conduct a local vision or check the documents necessary for the implementation of the contract on site at the Contracting Authority. 8. The Contractor/Entity providing resources to confirm compliance with the conditions of participation in the procedure may limit itself to completing section “α” in Part IV JEDZ: Qualification criteria and does not have to complete any of the other sections in Part IV JEDZ. 9. The Contracting Authority informs that it will reject the offer on the basis of art. 226 para. 1 point 17 of the Act of 11 September 2019 - Public Procurement Law, if it includes an ICT product, ICT service or ICT process indicated in the recommendation, referred to in art. 33 para. 4 of the Act of 5 July 2018 on the national cybersecurity system, stating their negative impact on the basic interest of the state's security. 11. The Contracting Authority will reject the offer on the basis of art. 226 para. 1 point 19 of the Public Procurement Law, if it includes an ICT product, the type of which has been determined in the decision on recognizing the supplier as a high-risk supplier, referred to in art. 67b para. 15 of the Act on the national cybersecurity system, or an ICT service or ICT process specified in that decision. 12. If the offer includes ICT products, ICT services or ICT processes, the Contractor is obliged to indicate in the tender form or in the annex prepared by him, in the scope relating to the offered service: 1) the name of the ICT product, ICT service or ICT process; 2) the manufacturer, supplier or entity providing the service; 3) the type, model, version or other data enabling unambiguous identification; 4) the scope of use of a given ICT product, ICT service or ICT process in the implementation of the contract. 13. The Contractor declares that the offered ICT products, ICT services and ICT processes are not subject to the recommendation or decision referred to in art. 226 para. 1 point 17 and point 19 of the Public Procurement Law. 14. In the event that the Contractor obtains information that the ICT product, ICT service or ICT process included in its offer have been indicated in the recommendation or decision referred to in clause 1 or 2, he is obliged to immediately inform the Contracting Authority about it. 15. The Contracting Authority will verify the information provided by the Contractor on the basis of publicly available information, in particular the recommendations published in the Public Information Bulletin on the website of the Government Plenipotentiary for Cybersecurity and the decisions announced in the Official Journal of the Republic of Poland "Monitor Polski", as well as those published in the Public Information Bulletin on the website of the minister competent for informatization and on the website of the office servicing that minister.
