Netherlands – Supply services of personnel including temporary staff – Inhuur personeel

The contract concerns the provision of temporary staff for the municipality of Smallingerland. The municipality of Smallingerland invites interested parties to submit a registration for the European procurement for temporary staff leasing for: • Lot 1 – External services up to and including scale 7; • Lot 2 – Payroll services. The reason for this procurement is that the maximum value of the previously concluded framework agreements has been reached prematurely. Therefore, it is necessary to re-procure the contract at the European level. • With this procurement, the municipality of Smallingerland aims to: • Guarantee continuity of service provision; • Collaborate with professional and reliable contractors; • Maintain flexibility in the deployment of temporary staff; • Comply with the applicable public procurement obligations; • Realise efficient and high-quality service provision. The contract includes: 1.1.1 Lot 1 – External services up to and including scale 7 The provision of temporary staff for external service functions. This includes, among others: • Drivers; • Bridge attendants; • Neighbourhood managers; • Environmental street workers; • Assistant drivers; • Other external service functions up to and including scale 7. 1.1.2 Lot 2 - Payroll services The provision of payroll services for the municipality of Smallingerland. This includes, among others: • Recruitment of payroll staff; • Payroll administration; • Employership; • Processing of payroll taxes; • Absence management; • Other administrative tasks related to payrolling. The contract explicitly does not include: • Recruitment and selection services outside the scope of the lots; • Structural training positions; • Services that do not directly relate to staff leasing or payroll.
