The building of the KJF in Eggenfelden, constructed in 1983, houses the Heilpädagogisches Zentrum Rottal-Inn with the facilities of the St. Rupert School for pupils with intellectual disabilities (instruction and sports use), a heilpädagogische day care centre, a pre-school preparatory facility, and an integrative kindergarten. The original plan to renovate the existing building was abandoned due to a cost-benefit analysis. It was decided to proceed with a complete (replacement) new construction. The existing building must be completely demolished and the site then prepared for the new construction. The connection to the public infrastructure will be renewed and adapted to the new conditions. There is an existing infrastructure that can be used for the replacement new construction. The basic services of the performance phases 1 - 9 of the performance spectrum object planning, external facilities according to § 39 para. 3 in conjunction with appendix 11 HOAI 2021, including the necessary traffic route construction work, as well as the special service of monitoring the rectification of defects within the warranty period, are to be commissioned. For the school operations during the construction period, appropriate rooms will presumably be made available by the city of Eggenfelden. Only in the hypothetical case that this would not be successful, the erection of a container provisional on a compensation site is planned. For this, partial planning services may also be required in the area of external facilities. For example, barrier-free access, parking spaces, playground, and possibly an enclosure could be an issue. Ultimately, the temporary provisional should be equipped to such an extent that an orderly school or day care centre operation is guaranteed. The "partial" planning services required in this context would be commissioned optionally (as a lump sum).
