The subject of the present contract is: - the award and interim review of the long-term and short-term issuer ratings of the Provence-Alpes-Côte d'Azur Region, - the rating of the short-term negotiable securities programme or NEU CP, - the rating of the debt securities issue programme (Euro Medium Term Note Programme), - the specific rating of issues under the EMTN programme. The precise definition of the need is set out in the CCTP. In accordance with Article L 2113-11 of the CCP, the decision not to split this contract is justified by the following reasons: splitting into separate lots may make it technically difficult to carry out the services as they are intrinsically linked: indeed, the rating of an EMTN programme, or the specific rating of an issue under an EMTN sub-programme, derives from the issuer rating of the local authority, just like the rating of a short-term negotiable securities programme. It is therefore neither relevant nor feasible to separate the services. The contract is not divided into sections. The award procedure is Open Procedure (R2124-2 1° of the Public Procurement Code) The consultation concerns a contract composed - In part, of a lump sum contract - In part, of a framework agreement within the meaning of Articles R. 2162-2 and following of the Public Procurement Code, concluded with an economic operator. The "framework agreement" part sets out all the contractual terms, it will be executed as and when orders are placed in the conditions set out in Articles R. 2162-13 and R. 2162-14 of the Public Procurement Code. The framework agreement is awarded without a minimum amount and with a maximum amount of 30,000 euros (excl. VAT) over two years.
