An unused open space in the settlement area of the municipality of Linkenheim-Hochstetten, next to the school centre, is to be used as an extension or alternative site for the special educational school and advisory centre Hardtwaldschule. The area was already identified in the integrated municipal development concept from 2018 as a potential expansion area for educational and childcare services. In addition to the full relocation of the Hardtwaldschule, it also provides space for a day-care centre. As a connecting element, a citizens' park is planned between the two educational institutions. The establishment of a park forms a local recreation point for the users and the neighbourhood and has a positive effect on the local climate. The planned uses, on the one hand, complement the school site due to its proximity to the school centre in Linkenheim-Hochstetten and, on the other hand, complete the potential area in the municipality's inner area. Thus, the national goal of careful use of land, the goal of inner rather than outer development, and the municipality's guiding principle of short distances due to the central location are also being pursued. Since the selected area for the school extension is in an undeveloped outer area within the inner area and the planned project cannot be realised under § 35 BauGB, a land-use plan must be drawn up. According to § 1 Abs. 3 BauGB, land-use plans must be drawn up as soon as and to the extent that they are necessary for urban development and order. The urban development requirement in this case arises from the need for a new location for the Hardtwaldschule and the expansion of the day-care centre services in Linkenheim-Hochstetten in order to ensure adequate provision of essential services in the municipality and the surrounding area. The land-use plan will be drawn up in accordance with § 13a BauGB as a "land-use plan for inner development". The aim and purpose of the "Virchowstraße Ost" land-use plan is to create the planning requirements for the realisation of the school site and the day-care centre and thus to expand the range of educational and childcare services in Linkenheim-Hochstetten accordingly.
