Description

The listed Weinschenk Villa with garden in Regensburg, built in 1899, is to be renovated and reused. A renovation was carried out in 1983. The owner, Kulturell-Gemeinnützige Oberpfalz GmbH, Regensburg, wishes to repurpose the villa for public institutions and to renovate it in a manner that respects its historic character. The Weinschenk Villa is to become a central cultural hub for the district, a house for the mediation of remembrance culture and for encounters. It is to make a substantial contribution to values and democracy education (see further information in the "Short Concept" information documents). The villa was built by the Jewish builders Weinschenk as a representative residence. The representative rooms on the high ground floor, such as the hall, dining room, rococo room and Arabic room, are testimonies to the lived salon culture of the builder's family. These rooms are to be revitalised according to their original function and used for music events, exhibitions and conferences, among other things. Access from the event area to the garden is desired. The basement or lower ground floor will be used for a caretaker's apartment, toilet facilities and ancillary rooms. Structural damage, such as wall dampness, etc., is to be identified. The upper floor and the attic, including the tower room, are currently occupied by office spaces. Damage to the roof structure is suspected. During the 1983 renovation, these floors were largely remodelled and adapted for residential and office use. As part of future planning, demolition work is to be examined. Rooms for the district's cultural and heritage conservation institutions and the Sudeten German Music Institute with archive (SMI) are to be set up in the lower, upper and attic floors. There is currently no space programme. If the existing usable areas are not sufficient, an extension in the garden area is conceivable. Possibly, the also listed remise building can be used for this purpose. The villa is to meet today's technical standards, be structurally and statically upgraded and functionally adapted for public and cultural use. In particular, barrier-free use must be ensured, fire protection and escape routes must be taken into account, and the listed building must be energetically upgraded and optimised. The climate and humidity control for the library, IT room, etc., is to be planned. The listed outdoor facilities are to be renovated. The building is currently heated by a central heating system with hot water radiators and two gas boilers (19 KW and 82 KW) built around 2004. The aim is to find an energy system that takes into account the concerns of the listed building, meets the planned uses and is energetically optimised. The subject of the contract are the services of the specialist planning Technical Equipment HLS / Building Automation, plant groups 1, 2, 3 and 8 according to HOAI Part 4 Section 2, phases 1 - 9. A staged awarding of the services is reserved. No additional fee claims can be made from the staged commissioning. The planning is to begin immediately after the awarding of the contract. Note: The negotiations are scheduled to take place on 04.05.2026. The following funding programmes are likely to be used: Urban Development Funding, Heritage Conservation.
