Poland – Construction, foundation and surface works for highways, roads – Rozbudowa drogi wojewódzkiej nr 151 na odcinku Recz – Choszczno

1. Expansion of Provincial Road No. 151 on the section from Recz to Choszczno

2. The scope of the task includes the expansion of the Provincial Road No. 151 section from the town of Recz (km 65+548.82) to the town of Choszczno (km 79+387.21) over a length of approximately 13.84 km. The road expansion will involve adapting the pavement structure for traffic category KR3 with a minimum widening of the carriageway to 7 m on the route section and to a minimum of 6.5 m in towns.

3. The scope of construction works includes:

1) Tree and shrub cutting,

2) Demolition works,

3) Removal of the humus layer,

4) Earthworks - excavations, embankments, profiling of slopes and ditches,

5) Execution of the provincial road structure,

6) Execution of subbase reinforcement,

7) Construction of two roundabout intersections in Recz and Choszczno,

8) Reconstruction of the existing roundabout intersection in Choszczno,

9) Construction and reconstruction of pavements, cycle paths, and pedestrian-cyclist paths, ramps,

10) Construction of bus bays,

11) Reconstruction of culverts under the road crown,

12) Reconstruction of stormwater drainage in towns,

13) Reconstruction of sanitary sewerage in towns,

14) Reconstruction of water supply networks in towns,

15) Reconstruction of road lighting,

16) Construction of pedestrian crossing lighting,

17) Removal of collisions with energy, telecommunication, and gas networks,

18) Execution of vertical and horizontal signage,

19) Compensatory planting of trees and shrubs,

20) Repair of the municipal road – bypass,

21) Demolition of two bridge structures (km 65+994.3; km 72+850.8) and a culvert (km 79+304.8) and construction of new structures in their place,

22) Execution of retaining structures – retaining walls and extension of culvert No. 8.

On 11.03.2026, a Partnership Agreement was concluded between the West Pomeranian Voivodeship and the Gmina Choszczno, defining the rules for the joint implementation of the task entitled: "Expansion of Provincial Road No. 151 on the section from Recz to Choszczno", for which, on 6 September 2024, the West Pomeranian Voivode issued decision no. 11/2024 (ref. AP-4.7820.308.2024.JR(9)) granting permission for the implementation of the road investment (hereinafter the ZRID decision). Pursuant to the Partnership Agreement, the investor for the investment on behalf of the Voivodeship is the own organizational unit – the West Pomeranian Provincial Roads Authority in Koszalin (hereinafter ZZDW). The Gmina indicated its municipal company – Miejskie Przedsiębiorstwa Gospodarki Komunalnej Sp. z o.o. in Choszczno – to undertake actions and incur liabilities. In order to implement the joint tender, on 11.03.2026, an Agreement was concluded on the joint conduct of public procurement procedures, pursuant to which the West Pomeranian Voivodeship was authorized to conduct this procedure and award the contract. The costs related to the construction of the sanitary sector in Choszczno, in the scope of the water supply network and sanitary sewerage network, will be borne by MPGK. The Voivodeship will bear all the costs of the remaining sectors, i.e. road, bridge, electrical, telecommunication, stormwater and sanitary, except for the scope of MPGK. The Contracting Authority informs that during the implementation of the above task, works will also be carried out by Polska Spółka Gazownictwa, Gazowniczy Zakład w Szczecinie, Gazownia w Choszcznie – in the scope of reconstruction of medium and low-pressure gas pipelines in the town of Choszczno, ul. Wojska Polskiego – Stargardzka to the roundabout (the land development plan is placed in the UZGODNIENIA catalogue). The Contractor of this contract will be obliged to provide the construction site and cooperate with the Contractor of these works in order to properly execute the subject of the contract.

4. The subject of the contract is described in detail in the Project Documentation, SST, Section C SWZ and Estimated Works.

5. The Contracting Authority envisages the possibility of awarding similar contracts, i.e. contracts at the Contracting Authority's discretion, as referred to in Article 214(1)(7) of the Act on Public Procurement.

1) The value of the works is set at a maximum of 13 122 000.00 PLN net, with a scope consistent with the subject of the basic contract, involving the repetition of similar construction works.

2) The basis for determining the conditions for the implementation of a similar contract is the basic agreement and negotiations conducted with the Contractor.

6. Pursuant to Article 95(1) of the Act, the Contracting Authority requires the Contractor or Subcontractor(s) to employ, on the basis of an employment relationship, all persons performing the tasks indicated by the Contracting Authority, within the scope of the implementation of the contract, i.e.:

1) Preparatory works, earthworks, execution of the carriageway pavement and road elements, finishing works, installation of traffic safety devices, execution of vertical and horizontal signage,

2) Works in the scope of the bridge, electrical, telecommunication, and sanitary sectors.

7. The Contracting Authority's rights in the scope of the method of verification and control of the fulfilment of the obligation referred to in point 6 are specified in § 5(3)(9) and § 9(7) of the contract draft.
