Netherlands – Domestic services – Huishoudelijke ondersteuning 2027 en verder BOV-Kempen

The Gemeenschappelijke Regeling Samenwerking Kempengemeenten (GRSK), the municipality of Best and the municipality of Veldhoven (collectively: BOV-Kempen) intend to jointly procure this service via an Open House and to formalise it in agreements as of 1 January 2027. Under the Wmo 2015, municipalities can provide a tailor-made service in the form of care in kind (ZIN) or a personal budget (pgb). The agreements concluded as a result of this Open House procedure relate exclusively to indications for domestic support that are provided in kind. The starting point is that residents can remain independent in a clean and habitable home for as long as possible. Domestic support is used as a tailor-made provision when personal effort, usual help, informal care or prior provisions are insufficient to achieve this result. This includes, among other things, preventing contamination and health risks through periodic cleaning and maintaining a basic level of hygiene.
