Statens IT wishes to increase the supply security for the connections that customers have to Statens IT’s data centres. The procurement includes the establishment of fibre infrastructure as well as ongoing fibre infrastructure services, related support, ordering services (including consultancy services and connection of new locations) and cross-cutting services (documentation, reporting and security). The customer needs to have fibre infrastructure in geographical zones, where each zone includes a number of endpoints categorised as criticality A-, B- and/or C-Endpoints. The endpoints in a zone must be connected to a co-location site in each zone with the possibility of repeater stations etc. as needed. The customer also needs to have nationwide fibre infrastructure in the form of a central infrastructure across the geographical zones (ring topology). Fibre types that best support the contracting authority's needs will be specified in the Dialogue Phase. Parts of the fibre infrastructure must consist of dedicated dark fibre pairs, depending on, among other things, the criticality of the endpoints. Endpoints will appear from the procurement material, which will be made available to the pre-qualified actors. The contract is expected to be entered into in several sub-contracts. Each individual sub-contract includes the following main services (A-D): (A) Establishment of fibre infrastructure, which includes the necessary establishment of fibre connections from endpoints in the contract's geographical zones to co-location sites as well as the establishment of the ring topology. The establishment includes, among other things, to the necessary extent, termination of connections, setup of equipment, testing and commissioning and mounting of fibre cables. (B) Delivery of fibre infrastructure services, which (depending on fibre type) can include provision, operation and/or maintenance of the fibre infrastructure. The supplier's provision and ongoing operation of the fibre infrastructure includes operation of fibre connections and equipment, monitoring, maintenance, and other activities and services that support delivery. (C) Support, which includes service and support in connection with the operation of the fibre infrastructure, including providing a Service Desk. (D) Ordering services related to the Contract's subject and purpose and which are delivered ad hoc on the Customer's specific order, including establishment of fibre connections to new endpoints in the contract's geographical zones, setup of equipment and other consultancy services. The ongoing services under (B) and (C) are initiated successively in line with the individual establishments and are then delivered until termination. The contract also includes cross-cutting services, including documentation, reporting and security, which are delivered throughout the Contract Period, as well as obligations upon termination (Transition Out), which ensure a controlled phase-out and possible transfer to the Customer or a new supplier. The contracting authority will enter into separate sub-contracts for each zone as well as for the ring topology. The number of zones, co-location sites and ring topology are dialogue topics in the dialogue phase with a view to identifying the best solution for the contracting authority's needs. On this basis, the final number of sub-contracts, which offers can be submitted for, will be determined on the basis of the dialogue before the dialogue phase is concluded. The number of sub-contracts stated in this procurement notice is therefore only indicative. Similarly, the contract value in this procurement notice is an expression of the total expected value for all sub-contracts in this procurement. The value of the individual sub-contracts will constitute a subset thereof. Bidders can submit bids for one or more sub-contracts. Awarding takes place per sub-contract, so that each sub-contract is evaluated separately, and is awarded to the bidder whose bid is evaluated best for the relevant sub-contract at the award criterion "most economically advantageous tender".
