Tender procedure for the provision of planning services for the new youth centre Pink Haus. The required planning services for the project will be procured in stages. The procurement will be carried out in 3 stages, with the individual service phases allocated to the stages as follows: Stage 1: Service phases 1 – 3 (basic assessment, preliminary planning and design planning); Stage 2: Service phase 4 -5 (approval planning, execution planning); Stage 3: Service phase 6 - 8 (preparation of the award, involvement in the award, object supervision, construction supervision and documentation). Stage 1 will be procured with the award. There is no entitlement to further stage procurements. The Free and Hanseatic City of Hamburg intends to build a new youth centre in the district of Hamburg-Bergedorf. The existing old building on the site will be completely demolished and replaced by a modern, sustainable new building. The aim is to create a future-proof, identity-creating place for children and young people in the neighbourhood. The planned new building will have a gross floor area (BGF) of approx. 1,400 m². The basis for the planning is an already created and coordinated needs assessment, which defines the functional, pedagogical and operational requirements. Among other things, open meeting areas, group and multi-purpose rooms, creative and movement areas, consultation rooms, administrative areas and ancillary and technical areas are planned. The building should be flexible in use, barrier-free and economical to operate. It is a public building that meets the applicable procurement and building law requirements. The planning and execution must in particular comply with the requirements of the Hamburg Climate Protection Act and the currently valid Building Energy Act (GEG). An energy-efficient, resource-conserving method of construction with minimised life-cycle costs is being pursued. Sustainability aspects, particularly with regard to energy supply, material selection, CO₂ reduction and climate adaptation (e.g. roof greening, summer heat protection), are an integral part of the planning. The subject of the tender is object planning services according to HOAI for buildings and interiors. A high-quality architectural solution is expected, which fits into the urban context and meets the requirements of a modern youth centre. Close coordination with the client and relevant specialist planners is required.
