Bulgaria – Water-treatment work – „Инженеринг (проектиране, строителство и авторски надзор) за изграждане на пречиствателна станция за отпадни води (ПСОВ), канализационна и водопроводна мрежи на с. Николово, област Русе, община Русе – първи етап”

This public procurement concerns Engineering – design, construction and supervision during the execution of the construction. The procedure will select a contractor for engineering design, construction and supervision for the construction of a Wastewater Treatment Plant (WWTP) and a sewerage and water supply network in the village of Nikolovo, Russe District, Municipality of Russe. The public procurement, as part of the investment project, should cover the entire facility and be divided into two stages to allow phased construction.

First stage: Construction of a wastewater treatment plant, construction of the main sewer branch 1 along "Lipnik" St. and "Pliska" St., Nikolovo, with a length of approximately 4 355 l.m. and replacement of the existing water supply pipe 150 mm AC with PEVP F160 mm, with a length of approximately 4 000 l.m.

Second stage: Construction of the sewerage and water supply network in the remaining part of the inhabited area within the urbanized territory (excluding main branch 1) with a length of approximately 32 097 l.m.

The public procurement, as regards the construction, covers only the first stage: Construction of a wastewater treatment plant and construction of the main sewer branch 1 along "Lipnik" St. and "Pliska" St., Nikolovo, with a length of approximately 4 355 l.m. and replacement of the existing water supply pipe 150 mm AC with PEVP F160 mm, with a length of approximately 4 000 l.m.

The total time for the execution of the contract is up to 900 calendar days, divided as follows: The deadline for the preparation of the technical project is up to 100 calendar days from the date of receipt of the Letter of Appointment from the Client to the Contractor to commence the design activity. The deadline for the execution of the construction works is up to 800 calendar days from the signing of the Protocol for the opening of the construction site and the determination of the construction line and level of the construction – according to a template, pursuant to Ordinance No. 3/31.07.2013 for the preparation of acts and protocols during construction and ends with the preparation of the Certificate of Completion for the acceptance of the construction (Annex No. 15 to Art. 7, para. 3, item 15 of Ordinance No. 3 of 31 July 2003 for the preparation of acts and protocols during construction). The deadline for the exercise of supervision is from the opening of the construction site, certified by the preparation of the Protocol for the opening of the construction site and for the determination of the construction line and level, until the signing of the Certificate of Completion for the acceptance of the construction.

Clarifications: The time for the review of the submitted investment project, the time for coordination with the competent bodies/ persons and the operating companies of the prepared investment project, as well as the necessary time for the performance of the assessment of compliance with Art. 142, para. 6, item 2 of the Public Procurement Act, as well as all other coordination deadlines and those for the issuance of the respective permits, are not included in the deadline for the execution of the contract; The deadline for the execution of Activity 2 may be suspended in the presence of the legally provided prerequisites and upon observance of the procedure established for this purpose.
