Poland – Engineering works and construction works – Budowa zabezpieczenia granicy państwowej na odcinku lądowym z Ukrainą w Nadbużańskim Oddziale Straży Granicznej

The subject of the contract is the Construction of the border protection with Ukraine in the Nadbużański Border Guard Unit. The architecture and operation of the electronic barrier guarantee automated continuity and effectiveness of monitoring and protecting the state border, and provide for the recognition, identification of threats and their perpetrators, collection of evidentiary material, and the taking of precisely targeted actions to apprehend the perpetrators. The implementation of the construction of the border protection with Ukraine will ensure the detection of all events related to the crossing of the state border, regardless of weather conditions, the deployment of Border Guard patrols, and the technical equipment of the perpetrators, as well as provide effective preventive action on the land border section with Ukraine. In the border road strip, the following will be installed: underground seismic detection fibre-optic cable (for detecting vibrations of moving objects), transmission fibre-optic cable (for transmitting data necessary for the operation of the electronic barrier, as well as data from existing technical border protection means), and power cable. Additionally: daylight cameras and uncooled thermal imaging cameras installed on poles. All data will be collected and processed on servers in electro-telecommunications containers located at designated locations for each data loop, and then transmitted to the existing Control Centre located at the headquarters of the Nadbużański Border Guard Unit, operated by operators using dedicated PSIM class integrating software. The contracting authority may cancel the subject procedure if the public funds that the contracting authority intended to allocate for the financing of the whole or part of the contract are not granted to it, and the possibility of cancelling the procedure on this basis was provided for in the contract notice (Article 257 of the Pzp Act). I inform that, on the basis of Article 24(1) and Article 33 of the Act of 14 June 2024 on the protection of whistleblowers (Journal of Laws, item 928), the Main Command of the Border Guard has introduced the "Internal procedure for submitting reports of legal violations and taking follow-up actions at the Main Command of the Border Guard" and the "Procedure for receiving external reports and taking follow-up actions at the Main Command of the Border Guard".
