Due to the increasing construction needs of the Bundeswehr (Bw) and the prioritisation of construction tasks associated with this, the overall project of the Bundeswehr construction programme „Accommodation“ (BwBauProgU) comprises 74 individual accommodation buildings on 31 sites, which are to be constructed as quickly as possible within the period from 2026 to 2031. An accommodation building includes, among other things, individual accommodations, consisting of a living/work/sleeping area, a sanitary area and further areas. With this goal, the BMVg has commissioned the BImA as the landowner of the Bw sites to implement the project in-house according to the guidelines for the implementation of federal construction tasks (RBBau). Six sites have been removed from the overall package; the services required for this will be awarded separately. For the remaining sites, a general contractor will be commissioned for each site as a preparatory measure before the construction of the building, who is to carry out the site clearance. Extensive preparatory measures for site clearance (including, for example, the removal of ordnance/old contamination and tree felling measures), media supply and nature conservation measures are sometimes necessary. Subsequently, the construction of the building is to be carried out on all sites by a further general contractor. The services to be provided – both for site clearance and for the construction of the building – are divided into five lots. For Lot 1, 18 accommodation buildings are to be constructed on 6 sites. For Lot 2, 16 accommodation buildings are to be constructed on 7 sites. For Lot 3, 17 accommodation buildings are to be constructed on 5 sites. For Lot 4, 5 accommodation buildings are to be constructed on 4 sites. For Lot 5, 1 accommodation building is to be constructed on 1 site. The subject of the present invitation to tender are general contractor services for site clearance, media supply and disposal, civil engineering and environmental measures. The services serve to prepare the sites and create the necessary structural and infrastructural prerequisites for the subsequent implementation of the construction projects. Details of the subject of the contract can be found in the attached description of services. Changes to the description of services in the further course of the procedure are expressly reserved.
