Slovakia – Industrial process control equipment – Modernizácia bezpečnostných systémov SORR, SIS a CPL, Súťažný dialóg
Description
5.1. The Contracting Authority initiated this competitive dialogue with the aim of finding the most suitable way to best meet the needs of SE within the project for the Modernisation of the Safety Systems SORR, SIS and CPL. 5.2. The Contracting Authority defines these main needs and requirements for the competitive dialogue: 5.2.1. to ensure an increased level of nuclear safety and long-term functionality, reliability, maintainability and supportability of the safety systems SORR, SIS and CPL, with a focus on fulfilling safety functions, in-depth protection, independence, redundancy, qualification and diagnostics of the systems; 5.2.2. to ensure the modernisation of the safety systems in a way that minimises interventions in the operation of the units and the negative impact on planned outages and at the same time ensures a clear definition of the interfaces of the modernised systems with the existing systems of the power plant; 5.2.3. to ensure that the proposed technical solution is technically, realistically and licensably feasible, takes into account the existing project, operational and licensing base of the EMO12 units and is in line with the requirements of the Contracting Authority, applicable legal regulations, relevant technical standards and the requirements of the nuclear regulatory authority; 5.2.4. to ensure that the proposed solution is economically efficient throughout the entire life cycle of the systems, including costs for design, implementation, licensing, operation, maintenance, spare parts and management of obsolescence; 5.2.5. to ensure that the tenderers demonstrate the feasibility of the proposed solution and create the necessary basis for defining the final technical, implementation, contractual and commercial solution of the subject of the contract and for submitting the Tender. 5.3. The Contracting Authority will make the Assignment (technical documentation) necessary for the preparation and conduct of the competitive dialogue available progressively, taking into account its scope and nature: 5.3.1. upon the launch of the Competitive Dialogue, the freely accessible part of the Assignment containing the basic Technical Specification in the scope necessary to familiarise with the subject of the CD was made available; 5.3.2. after submitting the signed NDA, the part of the Assignment containing the complete Technical Specification will be made available; 5.3.3. during the dialogue phase, the remaining parts of the Assignment, including the complete Technical Requirements and available project, operational and technical documentation, will be made available to the Tenderers progressively; 5.4. The Contracting Authority will make the drafts of the contractual documentation available progressively, taking into account its scope and nature: 5.4.1. after submitting the signed NDA, the Basic Contractual Conditions will be made available; 5.4.2. during the dialogue phase, the Tenderers will be provided with the complete drafts of the Contract for Work and applicable contractual conditions and LTSA and applicable contractual conditions. 6.1. SE, as a significant producer of electricity in the Slovak Republic, is preparing the project for the Modernisation of the Safety Systems SORR, SIS and CPL on the EMO12 units. 6.2. The project represents a comprehensive modernisation of selected safety systems of the nuclear power plant, the purpose of which is to ensure the fulfilment of safety functions, protection of the reactor, protection of technological equipment and control of safety-significant functions under conditions of normal operation, abnormal operation and design basis events. 6.3. The subject of the project is mainly the design, engineering, qualification, supply, installation, testing, commissioning and handover of the modernised systems SORR, SIS and CPL including the necessary modifications of associated equipment, interfaces, cable routes, power supply, documentation, test procedures, operating instructions, training and support during commissioning. 6.4. The project must be implemented in such a way that the following basic principles are respected during the preparation and implementation: 6.4.1. maintaining nuclear safety throughout the project life cycle and minimising the impact on the safe and reliable operation of the EMO12 units; 6.4.2. carrying out the work in accordance with planned outages, operational restrictions and the requirements of the power plant; 6.4.3. demonstrable qualification of the proposed equipment, systems, software, hardware and clear traceability of the technical solution to the existing licensing, project and operational documentation; 6.4.4. management of technical, integration, licensing, qualification, cybernetic, implementation and scheduling risks and ensuring long-term service and technical support for the modernised systems. 6.5. The aim of the project is to prepare and implement such a technical solution that will meet the safety significance of the modernised systems, will be implementable under the conditions of the operating nuclear power plant, will be licensable, economically reasonable and will provide sufficient technical and operational stability during the further planned operation of the EMO12 units. 6.6. Given its scope, safety significance, number of interfaces, linkage to outages and licensing requirements, the project requires detailed technical discussion with the Tenderers within the framework of the competitive dialogue.
