The City of Helsinki's Urban Environment Division is establishing a dynamic purchasing system (DPS) within which small contracts for green and park construction will be tendered. The maximum value of a single contract can be 450 000€. The sites for green and park construction are located on areas owned by the City of Helsinki, and the construction works can range from planting a few plants to implementing a complete park project. The areas are intended for public use. Purchases made through the dynamic purchasing system are described in more detail in the invitation to participate and its annexes. The dynamic purchasing system is valid until 31.5.2030, unless the purchasing unit shortens or extends the duration of the dynamic purchasing system. During the duration of the dynamic purchasing system, all interested candidates can submit an application to participate. The VAT-exclusive value of the dynamic purchasing system is 11 000 000 euros. The purchasing unit (hereafter also the contracting authority) has the right to terminate the dynamic purchasing system during its validity. The purchasing unit also has the right, at any time during the duration of the dynamic purchasing system, to temporarily close the system, for example, for a holiday period or for any other period during which no purchases are made and the processing of new applications for participation can be postponed. EMPLOYMENT CONDITION All purchases made through the dynamic purchasing system may use the mandatory employment condition. The contracting authority assesses the applicability of the employment condition to the specific project and the number of people to be employed on a project-by-project basis. The contracting authority adds the requirement to the project-specific invitation to tender if it is considered suitable for the specific contract.
