Description

This relates to Gentofte Municipality (hereinafter referred to as the Contracting Authority) tender for an Agreement on technical consulting and assistance (Total Consulting) regarding the renovation and modernisation of Ice Rink 1, Gentofte Sportspark, located at Ved Stadion 6, 2820 Gentofte. Ice Rink 1 in Gentofte Sportspark is the largest and most used of the ice rinks in the Gentofte Sportspark facility. It serves as the home rink for Gentofte Stars, is used for both ice hockey, figure skating and public skating, and is known for its good ice, large stands and central location in the sports park. The aim of the project is to carry out a comprehensive renovation and technical modernisation of the ice rink to ensure a state-of-the-art, energy-efficient and operationally stable facility that meets current regulatory requirements and future needs of users and operating personnel. The project includes both structural, technical and functional improvements. There will be reuse of elements and technology from the current ice rinks, which, as far as possible, should be reused and incorporated as part of the upcoming renovation/modernisation, if their condition is assessed as equivalent to new or newer. Reference is made to the tender documents, including the Project Description. For the realisation of the entire project, it is assumed that Gentofte Municipality continuously approves the project's phases, including, inter alia, the initiation of construction work, and allocates the necessary funds for this. There is a need for ongoing total consulting for the realisation of the project, and it is this contract that is hereby tendered. The consulting task includes technical consulting and assistance in the preparation of the building programme, layout proposals, project proposals, authority project, tender and execution project, inspection, site management, AMK (P+B), project follow-up, delivery and handover to operation as well as 1st year follow-up inspection, cf. Annex 1.1. The Contracting Authority will award the contract to the tenderer who, on the basis of the award criterion "Best value for money" has submitted the economically most advantageous tender. The tendered contract is based on ABR18 terms with the deviations that appear from the draft contract, cf. Annex 1, and will be awarded to one tenderer. The tendered contract is expected to be completed in the period from December 2026 to December 2029 (excluding services related to final defect management, 1 year follow-up inspection). For a more detailed description of the tendered task, the Contracting Authority refers to the complete tender material available at: https://node1.field.dalux.com/service/redirect/client/ten/TID-485708105343051537/da-dk/public/tender/TID-485708105343051537. The tender is carried out as a tender with negotiation in accordance with the Public Procurement Act's § 61 (Act No. 1564 of 15 December 2015 with later amendments) as it is decisive for the realisation of the project that a well-functioning cooperation between the Contracting Authority and the Client Advisor (BHR) is ensured, and where the contract's character and the project's stage, where central consulting is tendered early, necessitates a flexible tendering process, where it is possible through negotiations to clarify and qualify the tenderers' understanding of the task. The aim is to ensure that a contract is entered into with the consultant who best matches the task's content and requirements for a trustworthy and close cooperation throughout the project process. The tendering form means that all interested economic operators can apply to participate in the tender. However, only applicants who the Contracting Authority pre-qualifies (pre-qualifies) and invites to do so can submit tenders. The Contracting Authority expects to pre-qualify four applicants. The Contracting Authority expects to hold 1 negotiation round, the Contracting Authority reserves the right to make an award on the basis of submitted initial tenders. The Contracting Authority may only pre-qualify and award the contract to actors who meet the suitability requirements set out in the tender and who are not subject to exclusion grounds. The Client has chosen the contract form Total Consulting and thus not divided the services into several sub-contracts, because the project both includes high complexity with specialised solutions as well as the project contains a long list of interfaces, which require a coordinated and joint effort in the design phase. A joint and ongoing consulting is therefore decisive for the successful realisation of the project.
