Romania – Non-hazardous refuse and waste treatment and disposal services – Delegarea activității de prestare a serviciilor de tratare a deșeurilor municipale, cu potențial energetic, în instalații de incinerare cu eficiență energetică ridicată, inclusiv transportul reziduurilor rezultate din incinerare la depozitele de deșeuri – județul Dâmbovița.

The subject of the contract is the provision of services related to the treatment of residual municipal waste with energy potential, code 20 03 01, originating from the county sanitation system of Dâmbovița County. The main activities are: collection and transport of waste from the temporary platform Titu to the treatment facility/facilities; mechanical-biological treatment of residual waste; separation/preparation of the energy potential fraction; energy recovery in authorized facilities classified as operation R1; transport of resulting residues; final disposal by landfilling in authorized landfills; monitoring, traceability, weighing, reporting and management of documents related to the entire flow. Annual reference quantities: 141,800 tonnes/year of residual municipal waste; 70,900 tonnes/year of energy potential fraction for energy recovery R1; 28,360 tonnes/year of residues for transport and disposal by landfilling. The quantities are estimated/reference quantities for sizing and comparability of offers, without representing guaranteed quantities for payment. Payment will be made based on the quantities actually provided, weighed, accepted and reported according to the contract. The number of days until which clarifications can be requested before the deadline for submission of offers is 18 days. The contracting authority will respond clearly and completely to all requests for clarification by the 11th day before the deadline for submission of offers. Requests for clarification regarding the award documentation are to be addressed through SEAP.
