Denmark – Construction work – VIBO afd. 113, Støberigården - Hovedentrepriseudbud

The present tender notice concerns the renovation project for VIBO department 113, Støberigården, located at: • Building A-G: Holmbladsgade 35-39 + 41A-47B + 49-61 + 63A-65AB and Prags Boulevard 32-36, 2300 KBH S • Building H: Prags Boulevard 38A-38D, 2300 KBH S. The buildings were constructed in 1985 (Building A-G) and 1994 (Building H). The project consists of extensive renovation work based on a physical master plan for the department. The project comprises a total of 280 general housing units, which are being renovated with public support and are subject to the relevant legislation, including circulars and guidelines. The tender for the main contract is conducted as a negotiated tender in accordance with §§ 61-66 of the Public Procurement Act. The contracting authority reserves the right to award the contract based on the initial tender, without conducting negotiations. Provision is also made for the extension of the number of negotiation rounds. The project primarily includes the following works: • Demolition and environmental remediation. • Installation work – replacement and reconstruction of water and drainage systems. • Electrical work. • Insulation work. • Landscaping work on outdoor areas. • Roofing work – new roofs and establishment of solar panels. • Option - Laying of new pipes in the ground (the work is expected to be carried out by another contractor before the main contractor starts). Reference is made to the project material. The renovation must be carried out under limited site conditions, as well as in and around occupied rental units, where continuous rehousing is included. The tendered main contract concerns the renovation of VIBO department 113, Støberigården, cf. the listed works in section 1.1. The requirements for the task appear from the technical descriptions, which are included in the tender material. The task is carried out in accordance with the main schedule, which is attached to the tender material. The contractual requirements appear from the main contract and the attached AB 18 with VIBO’s additions and deviations. Exclusion: An economic operator is excluded from participation if the economic operator is covered by one of the mandatory exclusion grounds in the Public Procurement Act §134 a, § 135, paragraphs 1-3 and § 136, paragraph 1, no. 1-4. An economic operator is also excluded if the economic operator is covered by one of the voluntary exclusion grounds in the Public Procurement Act § 137, paragraph 1, no. 1-2. An economic operator may not be excluded from participation if the economic operator submits sufficient documentation that the economic operator is reliable, even if the economic operator is covered by one or more of the exclusion grounds in the Public Procurement Act §§ 135-137, cf. the Public Procurement Act § 138, paragraph 1. Contracts may not be awarded to the following companies, cf. Council Regulation (EU) 2022/576 of 8 April 2022 amending Regulation (EU) No 833/2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine: A. Russian nationals or natural or legal persons, entities or bodies established in Russia B. legal persons, entities or bodies, of which an entity as referred to in the present paragraph a) directly or indirectly owns more than 50%, or C. natural or legal persons, entities or bodies, acting on behalf of or upon the instructions of an entity as referred to in the present paragraph a) or b). Likewise, subcontractors or supporting units covered by the above may not be used if this actor's contribution amounts to more than 10% of the contract value.
