France – Tree-maintenance services – Accord-cadre d'élagage, d'abattage, essouchage et d'entretien du patrimoine arbore de la Ville du Blanc-Mesnil et du centre de vacances de Nanteuil-le-Haudouin

The present consultation aims to award a framework agreement with purchase orders for pruning, felling, stump removal, and maintenance of the tree heritage of the City of Blanc-Mesnil and the Holiday Centre of Nanteuil-le-Haudouin. In accordance with Articles L. 2113-10 and following of the Public Procurement Code, the consultation is divided into two distinct lots:

Lot No. 1: Architectural pruning, including the maintenance and reworking of trees trained in architectural forms, as well as, where applicable, the pruning of hedges assimilated to these structured treatments.

Lot No. 2: Pruning in free form, felling, dismantling, stump removal, possible devitalisation, interventions for coexistence with the environment, emergency interventions, and standby.

Each lot constitutes a separate framework agreement. Each of the lots is awarded to a single economic operator. Lot No. 1 is a framework agreement with purchase orders at mixed prices, including a lump sum (DPGF) for scheduled architectural pruning services, and a unit price (BPU) for occasional or corrective services falling under Lot 1. Lot No. 2 is a single-source framework agreement with purchase orders. In accordance with Article R. 2162-4-1° of the Public Procurement Code, the maximum amount of the framework agreement is set at 350,000 euros HT per year, including the lump sum and the unit price. The duration of the framework agreement will start from its notification date and for a period of one year. It is renewable three times on each anniversary date, by tacit renewal, for a maximum duration of four years.
