Poland – Information systems and servers – Dostawa infrastruktury bezpieczeństwa w ramach projektu "Modernizacja i rozbudowa infrastruktury cyberbezpieczeństwa Lubuskiego Urzędu Wojewódzkiego w Gorzowie Wlkp. oraz rządowej administracji zespolonej w województwie lubuskim"

The subject of the contract is the supply of security infrastructure. The contract has been divided into three parts: 1) Part I: supply and implementation of a backup system (backup system - devices, software with deduplication in the 3-2-1 system); 2) Part II: supply and implementation of UTM devices and managed switches; 3) Part III: supply and implementation of server infrastructure for solutions related to cybersecurity - servers, HA matrix. 2. The systems and devices will be used by the following organizational units located in Gorzów Wlkp. and Zielona Góra: 1) Lubuski Urząd Wojewódzki w Gorzowie Wlkp. 2) Lubuski Komendant Wojewódzki Państwowej Straży Pożarnej 3) Lubuski Kurator Oświaty 4) Lubuski Wojewódzki Inspektor Jakości Handlowej Artykułów Rolno-Spożywczych 5) Lubuski Wojewódzki Inspektor Ochrony Roślin i Nasiennictwa 6) Lubuski Wojewódzki Inspektor Ochrony Środowiska 7) Lubuski Wojewódzki Lekarz Weterynarii 8) Lubuski Wojewódzki Inspektor Farmaceutyczny 9) Lubuski Wojewódzki Inspektor Inspekcji Handlowej 10) Lubuski Wojewódzki Konserwator Zabytków 11) Lubuski Wojewódzki Inspektor Nadzoru Budowlanego 12) Lubuski Wojewódzki Inspektor Transportu Drogowego 13) Lubuski Państwowy Wojewódzki Inspektor Sanitarny. 3. A detailed description of the subject of the contract for each part, along with the specification of the conditions and place of delivery, is in Annex 2.1-2.3 to SWZ. 4. The supplied devices must be factory new, produced no earlier than 2026, unused, not subjected to any repairs, free from defects, fully functional and ready for use in accordance with their intended purpose. 5. If in any documents used to describe the subject of the contract, trademarks, patents, or the origin, sources, or special process that characterizes the products or services provided by a specific Contractor are indicated, this should be interpreted as a reference to certain standards, and not as a requirement to use specific solutions – the Purchaser in each such case allows equivalent solutions. 6. In each case where the Purchaser describes the subject of the contract by reference to standards, European technical approvals, certifications, technical specifications and technical reference systems, equivalent solutions are allowed. 7. The detailed manner of implementing the subject of the contract has been specified in the drafted provisions of the contract - Annex 9.1-9.3 to SWZ. 8. The Purchaser sets the minimum required warranty period for the supplied systems and devices and specifies it for each device along with the conditions in Annex 2.1-2.3 to SWZ. 9. The Purchaser is entitled to non-remunerated provision, use or transfer of the purchased tangible assets, intangible and legal values or services (depending on the subject of the contract) to the designated units of the consolidated government administration in the Lubuskie voivodeship, in accordance with the purpose of the contract, for the duration of the project within which the co-financing was granted and taking into account the applicable regulations and guidelines of the co-financing institution – based on the transfer protocol. 10. The Purchaser requires that the service offered within this procedure, including all ICT products, ICT services and ICT processes used to implement the contract, both as main elements and as components, service environment elements or accompanying solutions, does not include: • ICT products, ICT services or ICT processes indicated in the recommendation referred to in Article 33(4) of the Act of 5 July 2018 on the national cybersecurity system, stating their negative impact on the fundamental interest of the security of the state; • an ICT product, the type of which has been determined in a decision on recognising the supplier as a high-risk supplier, referred to in Article 67b(15) of the Act of 5 July 2018 on the national cybersecurity system, or ICT services or ICT processes specified in that decision. Failure to meet the above requirement results in the rejection of the offer on the basis of Article 226(1)(17) or (19) of the Act.
