Description

The facilities of the DLR at the Bremen site are currently distributed across seven buildings in the Technology Park. Only two of these are owned by the DLR – the remaining properties at the site are leased. Therefore, neither a uniform access control nor adequate monitoring to ensure security is possible. In addition, there has been a need for space for several years, which is particularly noticeable in the lack of laboratory capacities and storage space. The required storage capacities are only inadequately solved provisionally by setting up containers in the outdoor area and by leasing external storage capacities. The neighbouring building immediately next to the DLR Institute building is currently vacant, so a sensible solution to the aforementioned problems is currently available. Since the previous tenant, DFKI, had occupied the building for over 30 years, all surfaces need to be renewed and the technical equipment updated. The fire protection requirements are no longer met structurally. Additional work is required to set up laboratories and desk-sharing workstations, as well as to ensure barrier-free accessibility. Currently, there is an opportunity to significantly reduce double leases and to keep most of the leased properties only for the duration still needed. The following institutes/departments are planned users: 1. Institute of Space Systems - Departments: Planetary Exploration Systems, Planetary Infrastructures, Digital Clean Rooms 2. Institute of Satellite Geodesy and Inertial Sensorics – Department: Relativistic Modelling 3. Management Department LS Bremen / NF according to DIN 277 = NUF 1-6 approx. 1,723m2; GFA approx. 2,602m2 / Planning task: The three-storey building at Robert-Hooke-Str. 5, which was approved and constructed in 1991 and expanded three times, was used by the "German Research Centre for Artificial Intelligence" for the last 20 years. The building was constructed in solid construction with a brick facade, with the second floor set back behind the head building and clad with a zinc sheet facade. The exterior walls consist of load-bearing masonry, and the floor slabs are supported as horizontal slabs by reinforced concrete internal supports. Load-bearing internal walls are only present in the stairwell area. The sanitary core consists of solid, non-load-bearing walls. The further interior construction was carried out in dry construction. The roof of the first construction section consists of a flat-pitched, insulated construction with a zinc sheet roofing. The head building consists of a flat roof. In 1994, the first extension was carried out in the form of an extension of the office area. In 2001, the main entrance was supplemented by an open, glazed entrance canopy. In 2008, a single-storey, approximately ten-metre-high exploration hall was added as a workshop in the rear area of the site. This consists of a steel structure with metal sandwich elements and a flat-pitched roof. All surfaces in the interior of the building are to be renewed due to the long period of use, and the technical equipment is to be upgraded to the state of the art. The requirements of structural fire protection are no longer met. Additional renovation work is required to set up laboratories and desk-sharing workstations, as well as to ensure barrier-free accessibility and use. To implement the new floor plans, drywall partitions are to be dismantled and partially renewed. Sustainability / energy renovation of the building envelope: In its 599th board meeting, the board decided that DLR buildings should be operated in a climate-neutral manner by 2035. Furthermore, buildings that are renovated are to be certified according to the Sustainable Building Assessment System (BNB) with the quality standard "Silver". However, the board of the DLR had already decided to purchase and renovate the building RHS5 in its 597th board meeting - i.e. two meetings earlier. Therefore, the present PJK does not take into account any energy renovation according to GEG, as the facade and the roof are still in very good condition and do not require renovation and should therefore not be changed. Therefore, the costs for energy upgrading are not included in the present cost framework of the PJK. Due to the board's decision, the building RHS5 will now also be energy-efficiently renovated. Parallel to the planning phase of the actual renovation and refurbishment measures, the sensible energy upgrading of the facades and the roof, the implementation of a PV system, as well as the renovation of all building services components according to the requirements resulting from the application of the GEG and the BNB certification will be examined. A specialist planner has already been commissioned for this examination. A first building physics assessment has already been created. However, it is essential that the renovation and commissioning of the building RHS5 must not be delayed by these measures, as the planned commissioning must take place in 2029 due to already terminated lease contracts of other properties. / Design planning: 08/2026-04/2027, Tendering: from Q1 2028, Execution: Q3 2028- Q4 2029 Start of building operation Q4 2029/ Completion of measure Q1 2030 / The total costs are broken down as follows: (cost framework net) LOT 300: 963,712 €; LOT 400: 816,880 €, LOT 500: 99,870 €; LOT 600: 8,000 € / It is intended to commission the following services: Site planning of outdoor facilities according to §§ 38 ff.
