Germany – Energy and related services – Ausschreibung einer Evaluation des Bundesförderprogramms „Energieberatung für Wohngebäude“ (EBW)

The EBW funding guideline provides an important financial incentive, particularly for private owners and tenants, to obtain comprehensive, qualified energy consulting. The consultations provide a valuable basis for decision-making to plan further investments in economically viable measures and to utilise existing efficiency potentials. As part of a comprehensive evaluation, the effects of the EBW funding guideline for the funding years 2019-2025 will be assessed for the first time, particularly as a contribution to the success control (target achievement, effectiveness and efficiency control) prescribed under § 7 paragraph 2 BHO. Suggestions for further development of the EBW funding guideline will also be submitted. The contract is divided into three work packages (AP): AP 1: Conducting a target achievement, effectiveness and efficiency control as a contribution to the success control according to § 7 paragraph 2 BHO; AP 2: Developing recommendations for the further development of the funding programme; AP 3: Providing data for national and European reporting obligations as part of the monitoring of the savings of national efficiency measures (NAPE, EED).
