Description

The subject of the public procurement in research, development and innovation is to obtain the most suitable solution proposal for the project in applied research and innovation. The project framework aims to predefine the project, which was prepared in accordance with the provisions of Section 2, Paragraph 2, Letter h) of the Public Procurement Act, and which will be adjusted within the competitive dialogue with regard to the needs of the Contracting Authority. (The subject of the project is specified in Annex No. 1 – Project Framework of the Tender Documentation). The tender procedure will be conducted so that the selected solution meets the objectives and achieves the results determined in Annex No. 1 - Project Framework of the Tender Documentation, which will be the main substantive basis for the negotiations. Conclusions, conditions and new facts should emerge from the individual negotiations so that the tender can be specified for the Contracting Authority in the most suitable manner for the purposes of the final tender. In line with the EU's decarbonisation goals and the permitted exemption for engines burning only renewable (fuels from renewable sources) or synthetic fuels in the EU, there has been a demand for the production of sustainable and synthetic fuels, which do not contain non-renewable or fossil components and simultaneously reduce the overall carbon footprint. Currently, these fuels are not technologically available in the Czech Republic. The aim of the project is to determine the feasibility of including these renewable and synthetic fuels for state material reserves, subsequently also for road vehicles and aviation.
