The Stadtwerke Cottbus GmbH (hereinafter „Stadtwerke Cottbus“ or „SWC“) is the municipal supplier for electricity, gas, and heat supply in Cottbus. SWC, among other things, is the owner of a power plant at Werner-von-Siemens-Straße 16 in Cottbus („HKW Cottbus“) for the generation of electricity and heat for the district heating network. The HKW Cottbus is operated by a subsidiary, the HKW Heizkraftwerksgesellschaft Cottbus mbH (hereinafter „HKWG“). The heat supply is currently covered to approximately 50% by a combined heat and power plant (CHP) newly constructed at the HKW Cottbus site, along with a pressure heat accumulator. As part of the decarbonisation of district heating generation, Stadtwerke Cottbus plans to build a heat pump system operated with lake water from the Cottbusser Ostsee (Project „Seewasserwärmepumpe“). Preliminary investigations/preliminary planning for the Seewasserwärmepumpe project are already available. A plant with a thermal output of approximately 35 MW is to be constructed. The Seewasserwärmepumpenanlage is to be installed on the site of the Heizkraftwerk Cottbus in Werner-von-Siemens-Straße in Cottbus and integrated into the existing plant at the site – including connection to the district heating network. The lake water is transported via a two-string (2x DN 1.000) loop („Loop“) from the Ostsee through the city of Cottbus (also directly past the HKW Cottbus) and back into the Ostsee; the Loop is a separate project. The exact plant concept of the Seewasserwärmepumpe is to be developed and validated as part of the planning services subject to this tender. The commissioning of the Seewasserwärmepumpenanlage is planned for 2028. The award of the construction services is currently planned to be carried out in lots. The essential planning and specialist planning services for the Seewasserwärmepumpe project are to be awarded to suitable contractors in four lots: Lot 1 – Specialist planning for the technical equipment of plant groups 1 to 3 and 7 as well as 8 according to HOAI, in particular the heat pump system and all other technical equipment of the project, with the exception of electrical and control technology as well as conveying systems (plant groups 4 to 6 according to HOAI) and structural engineering services for civil engineering works Lot 2 – Specialist planning for the technical equipment of plant groups 4 to 6 according to HOAI (electrical and control technology as well as the necessary conveying systems) Lot 3 – Structural engineering services for buildings and outdoor facilities (including access roads with road/ path construction and other accessories, facilities for the treatment/ infiltration of rainwater on outdoor facilities without building character) Lot 4 – Structural engineering services Further necessary services such as the services for fire protection according to AHO as well as the consulting services environmental impact assessment including sampling, species protection report, building acoustics (sound protection), geotechnics, emission and immission reports and ecological construction supervision shall be awarded separately. Framework agreements are to be concluded with the contractors of Lots 1 to 4 as well as the further services.
