Given that the present procurement concerns the design and execution of works, the pricing method for the procurement will be based on lump sums corresponding to the packages/categories of activities related to the implementation of the contract. According to this classic approach, the Contractor agrees that for a lump sum price, they will carry out all the operations/works necessary to complete each milestone/phase/critical point established by the Contracting Authority, at the quality and performance level imposed by the latter, the quantity risk being assumed by the Contractor. In this context, the Price List/Price Schedule, drawn up by the Contracting Authority, broken down to level 1 and 2, will not have associated quantity lists (these will be drawn up in the process of preparing the Technical Project, in accordance with the provisions of point V of Annex no. 10 to HG no. 907/2016), the price list being used, first and foremost, to establish a unit method for drawing up the financial proposals. The deadline by which clarifications can be requested from the contracting authority is 18 days before the deadline for submission of tenders. The contracting authority will respond clearly and completely to all requests for clarification/additional information by the 11th day before the deadline for submission of tenders.
