Description
Construction and delivery of an operational patrol boat Type PB29-3 for the Hamburg Fleet. 1. General: Since 2005, the Hamburg Port Authority AöR (HPA) has united all port-related responsibilities of the Hamburg authorities in a public-law institution. The goal of this merger is efficient and future-oriented port management from a single source. With around 1,800 employees, the HPA is responsible for the entire port infrastructure, the port railway, and for the safety of shipping. The HPA awards contracts for itself and for the Hamburg Fleet GmbH & Co. KG. The Hamburg Fleet GmbH & Co. KG (FLH) is a 100% subsidiary of the Hamburg Port Authority AöR (HPA) and was founded on 1 July 2017 to manage the holistic fleet management of the ships of the Free and Hanseatic City of Hamburg. Its task is to provide the entire fleet of the Free and Hanseatic City of Hamburg. In addition to the Hamburg Port Authority, the Water Police, the Fire Department and the State Agency for Roads, Bridges and Waterways currently draw on the ship pool of the Hamburg Fleet. // 2. Details of the contract: The FLH intends to commission the new construction and operational delivery of a patrol boat of Type PB29. The patrol boat is to be executed in all essential constructive, safety-relevant and performance-determining features technically, tactically and functionally equivalent to the patrol boats already in use, "Bürgermeister Brauer" and "Bürgermeister Nevermann". The reference ship ("Lead Ship") is the "Bürgermeister Brauer". The ship is to be used by the FLH as a patrol boat for the Water Police and will be given the working title "PB29-3". // 3) Description of the patrol boat's tasks: The patrol boat is to be used for water police operations in the coastal sea, the Exclusive Economic Zone (EEZ), the Lower Elbe, and the Port of Hamburg. The new patrol boat provides the technical, tactical and functional redundancy for the patrol boats "Bürgermeister Brauer" and "Bürgermeister Nevermann" and must meet their requirements 100%. The new procurement ensures a uniform technical, operational and safety-relevant standard within the FLH and the maintenance of the operational capability and interchangeability of the patrol boats in changing operational requirements.// 4. Notes on the subsequent tendering procedure: For the subsequent negotiation procedure, only a technically, tactically and functionally equivalent patrol ship to the reference ship "Bürgermeister Brauer" is the basis. This means that the following features must be identical: - Main dimensions (length, width, draught) - Ship structure with lines plan, materials and displacement - Performance parameters (speed, consumption, range, stability and seakeeping) - Machinery and propulsion (main engines, generators, propellers, shafting and gearbox) - Propulsion concept - Electrical systems - Navigation equipment - Safety, environmental and classification-relevant systems - Functional equipment and space configuration // 5. Place of delivery: The place of delivery of the patrol boat is the Port of Hamburg. // 6. Technical description: The attached document "Technical Description" (Annex 1) describes the requirements of the contracting authority for the patrol boat and is intended to serve the bidder as an orientation or decision-making aid for participation in the competition. // 7. Note on the award of the contract: The contracting authority intends to award the contract for the construction of the ship at the beginning of 2027. The tender is subject to a financing reserve. It is planned to release the funds in December 2026 by the supervisory body of the Hamburg Fleet GmbH.
