Slovenia – Works for complete or part construction and civil engineering work – ENLJ-VOD-SP-170/26 – »Projekt proizvodnje toplote in električne energije iz obnovljivih virov – BIOMASA«

The subject of the public procurement is the selection of a contractor for the "Project for the Production of Heat and Electricity from Renewable Sources – BIOMASA" (hereinafter: Project BIOMASA), operating within the PUBLIC ENTERPRISE ENERGETIKA LJUBLJANA d.o.o., Verovškova ulica 62, 1000 Ljubljana, unit TE-TOL, Toplarniška ulica 19, 1000 Ljubljana, under the EPC (Engineering, Procurement, Construction – turnkey) principle. The selected candidate/contractor will be responsible for the entire project cycle, including the following activities: 1. Engineering, management of all works, revision, supervision and design of the entire project (PZI, PID, DZO and all preparatory and execution documentation). 2. Preparation of all technical, safety and legal documentation required for the execution and legalization of the project. 3. Preparation of the construction site and storage areas. 4. Dismantling and removal of the existing boiler equipment of block 1. 5. Dismantling and removal of the existing electrical equipment of block 1. 6. Dismantling and removal of the existing turbine equipment of block 1. 7. Complete dismantling and removal of the existing boiler equipment of boiler 2. 8. Complete dismantling and removal of the existing electrical equipment of boiler 2. 9. Dismantling and removal of steam pipes, pipelines, cable connections, reducing stations and other auxiliary equipment. 10. Supply and installation of all new biomass boiler equipment (thermal power 90 MWt ± 2 MWt) with feed pumps, bag filter and flue gas cleaning system), turbine equipment (back-pressure steam turbine) with generator, remote heating boiler (DH1 and DH2) and the corresponding condensation and circulation pumps and other systems and subsystems of the turbine plant, including (but not limited to) new block transformer, own use transformer and auxiliary transformers, new 110 kV connection of the new block transformer with the existing 110 kV GIS plant and reconstruction of the existing main drive unit (GPO). 11. Supply and installation of pipe connections and devices such as high-pressure, medium-pressure and start-up or bypass reducing station and pipe connections between the old and new system equipped with automatic drainage. Supply and installation of the cooling system including a new pump for cooling water from the Ljubljanica River. 12. Supply and installation of a new regenerative heater for return condensate and all other safety and control equipment for the smooth operation of the new biomass unit. 13. Supply and installation of exhaust ducts, valves, silencers for steam venting and cleaning, flushing of ducts and equipment (if necessary) and storage, emptying, disposal of waste water and other liquids. 14. Initial filling of hydraulic and lubrication systems and chemical reagents. 15. Preparation of existing foundations and turbine table for the installation of the new back-pressure steam turbine with generator and remote heating boilers. 16. Demolition and construction works related to the preparation of foundations for the installation of new equipment and all necessary demolition and construction works for the installation of newly supplied equipment. 17. Construction of a building for the reception and storage of biomass, including an automatic sampling system and preparation of wood chip samples and upgrading of the existing fuel transport system. 18. Connection of buildings and devices to the existing technological, municipal and transport infrastructure. 19. Implementation of regulation and management of systems and integration into the existing management, protection, monitoring and measurement system of TE-TOL. 20. Supply of all material and components required for the execution of the project to the construction site. 21. Construction, installation and coordination of all building, mechanical, electrical and I&C works. 22. Monitoring and monthly reporting of construction progress, including the creation of a 3D model. 23. Implementation of supervision, testing, cold and hot start-ups and functional and guarantee tests. 24. Commissioning of the plant for trial operation and final start-up of the power plant. 25. Training of the client's staff and support during the trial operation period. 26. Preparation and submission of all necessary documentation (where not covered in the above points) and cooperation and support to the client in procedures for the successful implementation of the technical inspection under the administrative procedure, obtaining a decision on the approval of trial operation, operating permit, permits for connection to the grid of the system operator (EON, ION, FON), as well as all other possible permits for the establishment of conditions for the operation of the newly supplied equipment. 27. Preparation and submission of documentation and cooperation in the implementation of the technical or financial inspection of the works/services carried out (including all subcontractors) by the competent authorities in connection with the co-financing of the project. Supply and services are tendered under the "turnkey" system within the defined supply limits, with the conclusion of a contract under the FIDIC Conditions of Contract for EPC Turnkey Projects (Silver Book, First Edition 1999). The subject of the public procurement is further detailed in the tender documentation and its annexes. The "Project for the Production of Heat and Electricity from Renewable Sources – BIOMASA" up to the value of 30,000,000.00 EUR is co-financed by the European Union from the European Regional Development Fund and the Cohesion Fund, planned within the framework of the European Cohesion Policy Programme in Slovenia for the period 2021–2027, priority task 3 "Green Transformation for Climate Neutrality", specific objective RSO 2.2 "Promoting energy from renewable sources in accordance with Directive (EU) 2018/2001 on the promotion of the use of energy from renewable sources, including sustainable criteria, set out in the Directive or the project is co-financed with funds allocated on the basis of the decision of the Ministry for the Environment, Climate and Energy No. 545-31/2025-2570-15 of 23. 10. 2025, issued within the framework of the public call for co-financing the construction and restructuring of district heating and cooling systems on OVE for the period 2025 to 2029 (reference JR EKP DO OVE 2025) (hereinafter also: Public Call).
