Germany – School catering services – Mittagsverpflegung für die Hermann-Schmidt-Schule, Standorte Schloss-Neuhaus und Büren

1. Subject of the Contract Notice

The subject of the contract notice is the supply of a midday meal for the Hermann-Schmidt-Schule of the Kreis Paderborn at the locations of Schloß Neuhaus and Büren. In addition, the necessary service activities are tendered at the location of Büren. The contract period runs from 01.11.2026 to 31.07.2029. The contractor(s) must ensure the proper production, delivery, and provision of the midday meal in accordance with the requirements of this specification.

2. Scope of the Contract and Lot Division

2.1 Lot I - Delivery of Midday Meals

The average number of meals to be provided daily is 95 portions. The midday meal is currently to be delivered on three school days per week (Monday, Tuesday, and Thursday). The quantity given is a non-binding reference value. Changes to the number of portions and delivery days are reserved.

2.2 Lot II - Delivery of Midday Meals

Location: Büren

The average number of meals to be provided daily is 85 portions. The midday meal is currently to be delivered on three school days per week (Monday, Tuesday, and Thursday). The quantity given is a non-binding reference value. Changes to the number of portions and delivery days are reserved.

2.3 Lot II - Service Activities at the Location of Büren

The contractor will take over the service activities for the midday meal at the school location of Büren.

3. General Contract Conditions

3.1 Pricing

All price-influencing factors must be taken into account in the tender prices. The prices offered must include the complete and contract-compliant provision of the tendered services. The prices must be stated as net prices.

Contract Period and Extension Option

The contract period begins on 01.11.2026 and ends on 31.07.2029. The contracting authority reserves the right to extend the contracts for individual or both lots by unilateral declaration twice by one year each or once by up to two years. The contracting authority will decide on the use of the extension option in good time before the end of the respective contract period.

3.2 Price Adjustment

In the event of the use of the extension option, negotiations on an adjustment of the agreed prices can take place. A prerequisite for this is that the consumer price index for Germany has increased by at least 1.5 percentage points since the start of the contract until the time of the extension. The upper limit of a price adjustment is the rate of change of the consumer price index in the corresponding period.

3.3 Contact Person and Cooperation

The contracting authority will name a fixed contact person for the school catering. To ensure continuous, proper, and trouble-free provision, close and timely coordination between the contractors, the schools, and the school authority is required. In particular, the interface between the meal delivery (Lot II) and the service activities at the location of Büren (Lot III) must be organised and coordinated independently by the respective contractors. The contracting authority is to be involved in essential coordination. If no agreement can be reached between the contractors, the contracting authority will make the final decision.

3.4 Start of Services

The provision of services will begin with the first school day after the autumn holidays on 02.11.2026. The exact dates will be communicated to the contractors in good time before the start of the contract. No services will generally be provided during the school holidays of the state of North Rhine-Westphalia.

3.5 Reporting Obligations

On request of the contracting authority, the information required to assess the school catering must be provided. If political bodies of the Kreis Paderborn, in particular the school and sports committee, request a status report on the school catering, the contractor undertakes to provide the information required for this purpose and to participate in the relevant meetings upon request.
