Belgium – Legal advisory services – Bestek met betrekking tot diensten voor gespecialiseerde juridische bijstand bij de opmaak van een ontwerp van Vliegwet voor rekening van de Federale Overheidsdienst Mobiliteit en Vervoer

This contract concerns the provision of specialized assistance on behalf of the Minister of Mobility, in collaboration with the Directorate-General for Air Transport of the Federal Public Service (FPS) Mobility and Transport. The contract covers services for the coordination, design and drafting of an air traffic law that establishes the basic principles that will allow for the reconciliation of the safety and efficiency of air traffic with the minimum legal and constitutional standards in the field of environmental and public health protection, as well as the definition of rules relating to predictability, transparency, publicity and, finally, the justification of the balance between conflicting interests, in order to take into account noise nuisance, public health, economic activity and employment. All this in accordance with directly applicable international treaties, which are binding on Belgium, and Belgian case law which has developed on the basis of these treaties. As regards the context, please refer to point 2. You will also find a more detailed description of the contract at point B "Technical Specifications" of this special technical specifications. In this context, the Directorate-General for Air Transport wishes to engage a legal partner specialized in air law. The contracting authority chooses the open procedure. The contract does not include lots. This is a priced bill contract (A.R. of 18 April 2017, art. 2, 4°). Variants are not allowed. Options are not allowed.
