Description

The subject of the procurement is the purchase of demanding institutional care and special care in foster care. In the context of child welfare, demanding institutional care in foster care refers to enhanced, specialised around-the-clock care for placed children, which must be in accordance with the Child Welfare Act (417/2007), the Social Welfare Act (1301/2014) and the Act on Private Social Services (922/2011). The care must be safe and of such quality that the child's needs can be met and the objectives set for foster care can be achieved. Special care means comprehensive care, upbringing and care, as well as individual special education for young people over the age of 12 whose behaviour seriously endangers their life, health or development. Special care is multidisciplinary care and care. The facility providing special care must have sufficient expertise in education, social work, psychology and medicine. The procurement of services for demanding institutional care in child welfare foster care is carried out as a joint procurement by the Central Finland Wellbeing Services County and the North Savo Wellbeing Services County. Only the Central Finland Wellbeing Services County will participate in the procurement of special care services. In addition to the aforementioned services, other services can also be procured within the supplier register. This is a call for participation in the procurement, to which market operators wishing to participate in the tenders must submit an application for participation in the Tarjouspalvelu.fi portal. All market operators who meet the eligibility and minimum requirements of the call for participation will be selected for inclusion in the supplier register. The procuring entity will publish invitations to tender, to which only suppliers approved for the supplier register may submit a tender. Market operators may submit an application for participation at any time during the validity of the supplier register and thus enable participation in the next tender related to the supplier register.
