Germany – District-heating plant construction work – Errichtung und Wartung einer Großwärmepumpenanlage in Düsseldorf

The subject of the tender is the planning, supply, installation, and commissioning of an electrically driven large heat pump system for the utilisation of river heat and the provision of district heating. The contract also includes full documentation and the associated maintenance services. The planning services include the preparation and provision of the documents required for the approval of the large heat pump system, as well as participation in official coordination, procedures, and appointments. The contractor must provide all the planning services necessary for the realisation of the project, including services related to approval and funding procedures, based on the documents provided by the contracting authority. The general planning for the construction of the large heat pump has already been awarded by the contracting authority to an external planner. The heat pump system is to be constructed within the former blocks B and C of the machine hall at the Lausward power plant site and utilise synergies from the existing infrastructure (e.g. cooling water infrastructure). The aim is to supply the district heating network with a capacity of approximately 120 MWth via two to six modules. The contracting authority reserves the right to realise the plant with a lower plant capacity. The services tendered here essentially include the heat pump modules, the balance of plant, the connection to the district heating system, the river water-side connection to the cooling water infrastructure, the electrical integration up to the transformers (110 kV to 10 kV), the connection to the higher-level control technology, the building services from the top edge of the base plate, and the technical building equipment, as well as the development and implementation of a safety concept suitable for the site for personal and asset protection. At the time of the EU-wide publication, the contracting authority does not yet have the necessary approvals and committee decisions. The tendering procedure is therefore subject to the condition that the necessary approvals and committee decisions are granted.
