Westfalen Weser Netz GmbH, hereinafter referred to as „WWN“, intends to award a contract for services relating to the operation of street lighting networks within its supply area. The street lighting network, distribution cabinets, and switchgear („street lighting network“) are owned by WWN (the contracting authority). The potential contractor will be responsible for the safe operation and safe condition of the street lighting networks within the supply area. The street lighting network is designed as a switched network and predominantly consists of cables of type NYY 4 × 10 mm². It is part of the low-voltage network. Overall responsibility for the operation of the street lighting network remains with the contracting authority. The contractor is responsible for the operation, maintenance, and troubleshooting of a section of the street lighting network until it is fully transferred to the public network of the general supply of the contracting authority. The operation and maintenance of the luminaires are not part of the services. The respective owner (city or third party) is generally responsible for the operation and maintenance of the luminaires. The current extent of the street lighting network is approximately 1,800 km. On the one hand, the contracting authority intends to successively expand the network stock by acquiring additional street lighting networks. An increase in the total network length to approximately 4,200 km is planned for 2026. On the other hand, the street lighting network will gradually be converted to a cable network from 10 mm² to 150 mm². Against this background, the network stock is continuously changing, so that the scope of the network facilities to be operated by the contractor is also subject to ongoing change.
