Finland – Adult and other education services – Pääkaupunkiseudun monikielinen yhteiskuntaorientaatio
Description
In accordance with the Act on Promoting Integration (681/2023) and the Government Decree on Multilingual Integration Orientation (576/2024), multilingual integration orientation will be provided for immigrants in the early stages of integration. This orientation provides essential basic information about Finnish society and its values in the person's native language or another language they understand well. The service strengthens everyday agency and supports integration. The service is implemented in three parallel sub-areas, which form the overall service:
• Sub-area 1: Group-based integration orientation
• Sub-area 2: Support for independent study for those immigrants for whom independent study is suitable or for whom groups have not been formed
• Sub-area 3: Development and production of independent study materials in multiple languages
The primary target group consists of job-seeking clients in the early stages of integration in the employment services of Espoo, Helsinki and Vantaa. The service can also be directed towards those who are illiterate or semi-literate. Groups may also include people outside the labour force or those who have lived in the country for a longer period, as appropriate. The integration orientation is primarily aimed at people living in the Helsinki metropolitan area (Espoo, Helsinki, Kauniainen, Vantaa), but it can also be directed towards people from other municipalities. The service is free of charge for participants. The contracts are intended to commence on 1.1.2027. All sub-area contracts are currently in force. The principles of opening supplier registers and re-tendering are described in Appendix 3 "Description of the Procurement Procedure" of the Invitation to Tender. Estimates of procurement quantities do not bind the Buyer. The procurement quantities for Sub-areas 1 and 2 of the procurement depend on the number of clients in the target group, the languages they speak and the service guidance. In Sub-area 3 of the procurement, the Buyer is not committed to a specific quantity of content produced in different languages and formats. The Buyer has no obligation to purchase a specific quantity. The procurement target is described in more detail in Appendix 1 "Description of the Procurement Target and Minimum Requirements" of the Invitation to Tender. The procurement is a procurement exceeding the EU threshold value.
