Description

Restricted procedure pursuant to Articles L2125-1, R2162-16 to R2162-21 of the Public Procurement Code for the construction of the headquarters of the Departmental Waste Elimination Syndicate (SYDED 87), including: - the possible demolition of the existing administrative building; - the construction of an office building capable of accommodating 45 people; - the integrated management of rainwater on the plot; - the exterior development of the plot integrating a logistics platform; The total area to be built is estimated at 750 m² of usable area, the area of the land is approximately 9 800 m². The operation also includes the development of outdoor spaces and green spaces, as well as access, roads, parking areas and fences. The architectural design of this building must combine functionality, compliance with standards and respond to a sustainable design, notably in terms of insulation, water management, choice of materials... A reduced ecological impact is the goal both in terms of design and operation of the building. Therefore, it must comply with the Environmental Regulation RE2020, the aim of which is to design and build buildings pursuing 3 major objectives: - an objective of energy sobriety and decarbonisation of energy; - a reduction in carbon impact; - a guarantee of comfort in case of extreme heat. For clarification, the building is desired in virtuous, recycled, bio-sourced, geo-sourced materials, favouring short supply chains, in order to obtain a work that is exemplary in terms of ecology and the environment, energy-efficient and sustainable. Furthermore, in a spirit of waste reduction and preservation of resources, the Contractor will be asked to study, whenever possible, the feasibility of the reuse, reutilisation or recycling of materials, derived from deconstruction, or collected locally, in the construction of the new building. The preliminary budget allocated to the works is 3 100 000 euros HT (January 2026) excluding photovoltaic.
